Developing Annual Estimates of Hires and Separations

Brady Stephens and Kim Riley

Abstract

The Job Openings and Labor Turnover Survey (JOLTS) at the Bureau of Labor Statistics publishes monthly turnover rates for the nation as a whole by ownership (public vs. private), region, and industry. There has been growing demand, especially from the business community, for JOLTS to publish annual turnover rates. This paper covers three topics: the JOLTS calculation of an annual turnover rate, the practical uses and users of JOLTS turnover data, and a brief presentation of industry turnover rates.
