EDT Media contact: 606-5902 Friday, August 30, 1996 EMPLOYMENT SITUATION OF VIETNAM-ERA VETERANS Vietnam-era veterans who served in the war theater had unemployment rates similar to their nonveteran peers, but higher than other veterans of that era, according to the results of an August 1995 survey issued by the Bureau of Labor Statistics of the U.S. Department of Labor. The survey also showed that 10 percent of Vietnam-era veterans had a service-connected disability and that about half of the veterans had participated in special educational and training programs. The survey of veterans was conducted for the Bureau of Labor Statistics by the Bureau of the Census as a special supplement to the August 1995 Current Population Survey (CPS). It was co-sponsored by the U.S. Department of Labor's Veterans Employment and Training Service and the U.S. Department of Veterans Affairs. For a description of the survey, including a definition of terms used in this release, see the Technical Note. (These data are not strictly comparable with those of earlier years because of a major redesign of the CPS implemented in January 1994.) Characteristics of Vietnam-era Veterans In August 1995, there were about 7.9 million male veterans of the Vietnam era--the period from August 1964 to May 1975. The great majority (86 percent) of Vietnam-era veterans were between the ages of 35 and 54 at the time of the survey. About 9 percent were black, and 4 percent were Hispanic. (See tables 1 and 2.) (Information on female veterans and male veterans who served either before or after the Vietnam era also was collected in this special supplement; a summary of results is presented later in this release.) Vietnam-theater Veterans Nearly half of the male veterans from the Vietnam era (3.8 million) reported that they served in Southeast Asia. The labor force participation rate for Vietnam-theater veterans, at 84 percent in August 1995, was lower than the rate for those who served outside the Vietnam theater and for their nonveteran peers age 35 to 54. The unemployment rate for Vietnam- theater veterans (3.9 percent) was higher than the rate for those who served outside the Vietnam theater (2.9 percent) and little different from those who never served in the Armed Forces (3.6 percent). (See table 2.) Disabled Veterans of the Vietnam era In August 1995, 10 percent of male Vietnam-era veterans (about 810,000) reported having a service-connected disability, and about 7 in 10 of them had served in the Vietnam theater. Veterans with a service-connected - 2 - disability are assigned a disability rating of between 0 and 100 percent, depending on the severity of the condition. The majority (about three- fifths) of disabled Vietnam-era veterans had disability ratings of less than 30 percent, while 11 percent had ratings of 60 percent or higher. Sixty-seven percent of disabled Vietnam-era veterans were in the labor force in August 1995. This was much lower than the labor force participation rate for nondisabled veterans (89 percent). However, both groups had the same rate of unemployment. Of the veterans reporting a disability rating of 60 percent or more, only 1 in 3 was in the labor force. (See table 4.) Nineteen percent of the disabled and 8 percent of the nondisabled were employed by the federal government. Among nonveterans, the proportion in federal jobs was 2 percent. (See table 5.) Among disabled Vietnam-era veterans, about 2 in 5 of those who were unemployed or not in the labor force in August 1995 reported that their disability prevented them from obtaining or keeping a job. (See table 7.) About 1 in 5 of those currently employed reported that their disability had prevented them from obtaining a job in the past. Use of Veterans' Programs by Vietnam-era Veterans About one-half of the male veterans from the Vietnam era participated in special education and training programs following their military discharge. Seventy percent of the male disabled veterans and one-half of the nondisabled participated in such programs. Almost all of those who used any of the programs reported using the GI Bill. (See table 6.) Female Veterans of the Vietnam era There were 173,000 female Vietnam-era veterans in August 1995. Of this number, 15 percent served in the Vietnam theater. The labor force participation rate of female Vietnam-era veterans, at 82 percent, was much higher than the 60 percent rate for women ages 35 to 54 who had not served in the Armed Forces. About 8 percent of all female veterans reported having a service-connected disability; their labor force participation rate was 65 percent. (See table 8.) Veterans of Other Service Periods A total of 23.8 million men reported they had served in the Armed Forces; 2 in 3 had served before or after the Vietnam era. About 10 million men served in earlier wars (primarily World War II and Korea); this group's labor force participation rate of 25 percent reflected the fact that they were all 55 years and older, and nearly four-fifths were at least 65 years old. About 10 percent of the male veterans of other wartime periods had a service-connected disability. (See tables 2 and 4.) - 3 - There were 5.9 million male peacetime veterans (serving mainly between the Korean and Vietnam wars and since Vietnam) in August 1995. About 6 percent of them reported a service-connected disability. The labor force participation rate for the disabled was 68 percent, compared with 82 percent for the nondisabled. (See table 4.) In August 1995, there were 650,000 female peacetime veterans. Both their labor force participation rate (74 percent) and their unemployment rate (9.9 percent) were much higher than the rates of their nonveteran peers (60 and 5.6 percent, respectively). (See table 8.) Veterans Recently Discharged from Active Duty A total of 1 million veterans were discharged from active duty between 1991 and 1995. Women constituted 17 percent of those recently discharged, and blacks and Hispanics were 20 and 9 percent, respectively. The labor force participation rate of recently discharged veterans was about 90 percent for whites, blacks, and Hispanics. The jobless rates for recently discharged black and Hispanic veterans (8.3 and 9.3 percent, respectively) were about twice that for their white counterparts (4.4 percent). The unemployment rate for recently discharged women was 11.6 percent. (See table 9.) - 4 - Technical Note The estimates in this release were obtained from a supplement to the August 1995 Current Population Survey (CPS). This survey included special questions asked of persons 18 years of age and older regarding their prior service in the Armed Forces and whether they had a service-connected disability. These supplemental questions were sponsored jointly by the U.S. Department of Labor's Veterans Employment and Training Service and Bureau of Labor Statistics and the U.S. Department of Veterans Affairs. The CPS is a monthly sample survey of households that provides information on the employment status of the population and demographic and other characteristics of the employed, the unemployed, and persons not in the labor force. It is conducted for the Bureau of Labor Statistics by the Bureau of the Census. The August 1995 survey of nearly 50,000 households was conducted during the week of August 13-19 and refers to the status of individuals during the preceding week (August 6-12). For a further description of the survey and possible sampling and nonsampling errors which are inherent in any sample survey, see the Explanatory Notes and Estimates of Error section of the monthly periodical Employment and Earnings. The definitions underlying the data in this release are as follows: Veteran status is provided from responses to the question, "Did you ever serve on active duty in the U.S. Armed Forces?" Period of service is provided from answers to the question asked of veterans, "When did you serve?" The following service periods are identified: Vietnam era - August 1964-May 1975 Korean war - June 1950-January 1955 World War II - September 1940-July 1947 World War I - April 1917-November 1918 Peacetime - All other periods Vietnam-theater status is determined from responses to the following question asked of Vietnam-era veterans: "Did you serve in Vietnam, Laos, or Cambodia; in the waters in or around these countries; or fly missions over these areas between August 5, 1964, and May 7, 1975?" Presence of service-connected disability is provided by answers to the question, "Has the Department of Veterans Affairs (VA) or the Department of Defense determined that you have a service-connected disability; that is, a health condition or impairment caused or made worse by military service?" Effect of service-connected disability on veterans' employment experience is determined by answers to the questions, "Did your service- connected disability ever prevent you from getting or holding a job in the past?" and "Does this disability currently keep you from getting or holding a job?" The first question was asked of all disabled veterans; the second was asked only of those who were either unemployed or not in the labor force. Service-connected disability rating is based on answers to the question, "What is your current service-connected disability rating?" Answers can range from 0 to 100 percent. Ratings are determined from a rating schedule published in the Code of Federal Regulations, Title 38, "Pensions, Bonuses, and Veterans Relief," Part 4-"Schedule for Rating Disabilities." The rating schedule is "primarily a guide in the evaluations of disability resulting from all types of diseases and injuries encountered as a result of or incident to military service. The percentage ratings represent as far as can practicably be determined the average impairment in earning capacity resulting from such diseases and injuries and their residual conditions in civil occupations." Part 4 contains a listing of hundreds of possible disorders and assigns ratings of 0 through 100 percent in steps of 10 percent for each, with instructions for rating multiple disorders. - 5 - Although the schedule's ratings are based primarily on the average impairment in earnings capacity, "full consideration must be given to unusual physical or mental effects in individual cases, to peculiar effects of occupational activities, to defects in physical or mental endowment preventing the usual amount of success in overcoming the handicap or disability and to the effect of combination of disability" (Section 4.15). Use of veterans' education and training programs is based on answers to the question, "Have you ever used any of the following programs?" Under the GI Bill: Education assistance On-the-job training Apprenticeship Montgomery GI Bill or Veterans' Educational Assistance Program (VEAP) VA Vocational Rehabilitation Under U.S. Department of Labor-sponsored programs: Transition Assistance Program (TAP) Job Training Partnership Act (JTPA) Comprehensive Employment and Training Act (CETA) Job Service/Unemployment Insurance/Veterans' Representatives Employed persons are (a) all persons who, during the survey reference week, did any work at all as paid employees, in their own business, profession, or on their own farm, or who worked 15 hours or more as unpaid workers in a family-operated enterprise; and (b) all those who were not working but who had jobs or businesses from which they were temporarily absent because of illness, bad weather, vacation, labor-management disputes, or personal reasons, whether or not they were paid for the time off or were seeking other jobs. Unemployed persons are all persons who had no employment during the survey reference week, were available for work, except for temporary illness, and had made specific efforts to find employment sometime during the prior 4 weeks. Persons who were waiting to be recalled to a job from which they had been laid off need not be looking for work to be classified as unemployed. The civilian labor force comprises all persons classified as employed or unemployed. The unemployment rate represents the number unemployed as a percent of the civilian labor force. Not in the labor force includes all persons who are not classified as employed or unemployed. Occupation and class of worker for the employed relate to the job held in the survey reference week. Persons with two or more jobs are classified in the job at which they worked the greatest number of hours. In terms of class-of-worker categories, wage and salary workers are those who receive wages, salary, commission, tips, or pay-in-kind from a private employer or from a government unit; self-employed persons are those who work for profit or fees in their own business, profession, or trade, or operate a farm; and unpaid family workers are persons working without pay for 15 hours a week or more in an enterprise operated by a member of their family.
