EST Media contact: 691-5902 Wednesday, February 2, 2005 METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: DECEMBER 2004 In December, 257 metropolitan areas recorded lower unemployment rates than a year earlier, 57 areas had higher rates, and 17 areas had rates that were unchanged, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. Twenty-six metropolitan areas registered jobless rates below 3.0 percent, with 16 of these located in the South. Ten metropolitan areas posted jobless rates of at least 10.0 percent; seven of these were located in California and two were along the Mexican border in other states. The national unemployment rate was 5.1 percent in December, not seasonally adjusted. Metropolitan Area Unemployment (Not Seasonally Adjusted) Unemployment rates below 4.0 percent were recorded in 106 metropolitan areas in December, up from 73 areas a year earlier, while rates of at least 7.0 percent were registered in 34 areas, down from 50 areas in December 2003. As it did in nearly every month of 2004, Bryan-College Station, Texas, posted the lowest unemployment rate, 1.8 percent in December. The next lowest rates were reported in Charlottesville, Va., 1.9 percent, Gainesville, Fla., 2.0 percent, and Madison, Wis., 2.1 percent. All four of these areas are home to major state universities. Yuma, Ariz., an agricultural area, again posted the highest unemployment rate, 15.3 percent. The next highest rates were recorded in six other agricultural areas, all located in California: Visalia-Tulare-Porterville, 14.8 percent; Merced and Yuba City, 13.8 percent each; Salinas, 12.9 percent; Fresno, 12.2 percent; and Bakersfield, 11.9 percent. (See table 1.) In December, New Bedford, Mass., recorded the largest unemployment rate decrease from a year earlier (-2.0 percentage points). Four other areas each reported decreases of 1.9 percentage points--Danville, Va., Jersey City, N.J., McAllen-Edinburg-Mission, Texas, and San Jose, Calif. Sixty- three additional areas had over-the-year rate decreases of a full percentage point or more. Sumter, S.C., again registered the largest jobless rate increase from a year ago (+2.4 percentage points). The next largest rate increases were reported in three Pennsylvania areas--Altoona (+1.8 percentage points), Johnstown (+1.6 points), and Williamsport (+1.4 points). Seven additional areas had over-the-year increases of at least one percentage point. - 2 - Of the 51 metropolitan areas with a 1990 census population of 1 million or more, 44 areas reported lower jobless rates than in December 2003, 5 posted higher rates, and 2 had rates that were unchanged. Orange County, Calif., and Washington, D.C.-Md.-Va.-W.Va., continued to record the lowest unemployment rates among the large areas, 2.7 and 2.9 percent, respectively. The next lowest jobless rates were registered in Middlesex-Somerset-Hunterdon, N.J., 3.0 percent, and Phoenix-Mesa, Ariz., and San Diego, Calif., 3.2 percent each. Detroit, Mich., had the highest rate among the large areas, 6.9 percent, followed by Cleveland-Lorain-Elyria, Ohio, Memphis, Tenn.-Ark.-Miss., and Portland-Vancouver, Ore.-Wash., 6.1 percent each, and Buffalo-Niagara Falls, N.Y., 6.0 percent. The next highest rates were in the three most populous metropolitan areas, Chicago, Ill., Los Angeles-Long Beach, Calif., and New York, N.Y., 5.7 percent each. San Jose, Calif., reported the largest over- the-year jobless rate decrease (-1.9 percentage points), followed by New York, N.Y., and Seattle-Bellevue-Everett, Wash. (-1.6 points each), and two areas in New Jersey--Bergen-Passaic and Newark (-1.4 points each). Ten additional areas had over-the-year rate decreases of a full percentage point or more. Pittsburgh, Pa., posted the largest over-the-year jobless rate increase (+0.5 percentage point) among these areas. Metropolitan Area Nonfarm Employment (Not Seasonally Adjusted) Among the 274 metropolitan areas for which December 2004 nonfarm payroll data were available, 221 reported over-the-year increases in employment, 50 recorded decreases, and 3 had no change. The largest over-the-year employment increases were posted in Washington, D.C.-Md.-Va.-W.Va. (+78,800), Phoenix-Mesa, Ariz. (+45,600), Las Vegas, Nev.-Ariz. (+44,600), New York, N.Y. (+39,700), St. Louis, Mo.-Ill. (+38,800), Houston, Texas (+34,900), and Riverside-San Bernardino, Calif. (+30,900). The largest over-the-year percentage increases in employment were reported in Provo- Orem, Utah (+5.4 percent), Las Vegas, Nev.-Ariz. (+5.3 percent), Laredo, Texas (+4.7 percent), Boise City, Idaho (+4.6 percent), Green Bay, Wis. (+4.5 percent), and Reno, Nev. (+4.1 percent). (See table 2.) The largest over-the-year employment declines were reported in Detroit, Mich. (-24,600), San Jose, Calif. (-9,600), Lansing-East Lansing, Mich. (-6,100), Hartford, Conn. (-6,000), Saginaw-Bay City-Midland, Mich. (-5,500), Rochester, N.Y. (-5,200), and Toledo, Ohio (-4,800). The largest over-the- year percentage declines in employment were reported in Bloomington, Ind. (-3.9 percent), Jackson, Mich. (-3.8 percent), Saginaw-Bay City-Midland, Mich. (-3.2 percent), Houma, La., and Lansing-East Lansing, Mich. (-2.5 per- cent each), and Iowa City, Iowa (-2.4 percent). - 3 - Over the year, nonfarm employment increased in 35 of the 39 metropolitan areas with annual average employment levels above 750,000 in 2003. The largest over-the-year percentage increases in employment in these large metropolitan areas were posted in Las Vegas, Nev.-Ariz. (+5.3 percent), St. Louis, Mo.-Ill. (+3.0 percent), Charlotte-Gastonia-Rock Hill, N.C.-S.C. (+2.9 percent), Riverside-San Bernardino, Calif., and Washington, D.C.-Md.- Va.-W.Va. (+2.8 percent each), Phoenix-Mesa, Ariz. (+2.7 percent), Orlando, Fla. (+2.3 percent), Milwaukee-Waukesha, Wis., and Baltimore, Md. (+2.2 percent each), and Tampa-St. Petersburg-Clearwater, Fla. (+2.1 percent). Among the largest areas, Detroit, Mich., had the highest over-the-year percentage decrease in employment (-1.2 percent), followed by San Jose, Calif. (-1.1 percent). Over the year, employment growth was most widespread in education and health services, with 230 of 274 metropolitan areas experiencing job gains in this industry sector. Many areas also experienced employment growth in leisure and hospitality; construction; and professional and business services. Manufacturing remained the weakest industry, with 133 metropolitan areas posting employment losses. ______________________________ The Regional and State Employment and Unemployment release for January 2005 is scheduled to be issued on March 10. The Metropolitan Area Employment and Unemployment release for January 2005 is scheduled to be issued on March 17. - 4 - _____________________________________________________________________ | | | Planned Changes in Local Area Unemployment Statistics and in | | Metropolitan Area Designations | | | | Beginning with the release of data for January 2005 in March, | | a redesigned method for producing labor force estimates for | | census regions, divisions, states, and selected substate areas | | will be implemented. The redesigned method encompasses a number | | of changes: (1) the introduction of improved time-series | | regression models for all states, the District of Columbia, New | | York City, the Los Angeles-Long Beach-Glendale metropolitan | | division (currently the Los Angeles-Long Beach metropolitan | | area), and the respective balances of New York and California; | | (2) the introduction of real-time benchmarking to national | | Current Population Survey (CPS) estimates of employment and | | unemployment; and (3) the introduction of time-series regression | | models for six additional substate areas and their respective | | balances of state. The estimates also will reflect routine | | annual updates to population estimates from the U.S. Census | | Bureau. All data from January 2000 forward will be revised | | to incorporate all of these changes. Also, in order to present | | a more consistent substate series, the substate data for 1990-99 | | will be revised to reflect new area definitions and statewide | | controls. | | | | In addition to the changes for the Local Area Unemployment | | Statistics program described above, both the metropolitan area | | labor force data presented in table 1 of this news release and | | the metropolitan area nonfarm payroll employment data presented | | in table 2 of this release will be revised to reflect the | | introduction of newly defined metropolitan areas based on new | | standards and the results of Census 2000. Data for the new | | metropolitan statistical area designations will be published, | | along with those for newly created metropolitan divisions, | | starting with the January 2005 Metropolitan Area news release on | | March 17, 2005. Metropolitan New England City and Town Areas | | (NECTAs) and NECTA Divisions will be used for the six New England | | states, rather than county-based areas. Compared with the 1990- | | census designated areas, these changes will increase the number | | of metropolitan statistical areas and metropolitan NECTAs to 375. | | Both the metropolitan area labor force data and the nonfarm | | payroll employment data will be revised back to 1990 to reflect | | the changes in metropolitan area designations. More information | | about the changes to metropolitan areas is available from the | | Bureau of Labor Statistics, Division of Local Area Unemployment | | Statistics Web site at http://www.bls.gov/lau/lausmsa.htm. | | | --------------------------------------------------------------------- _| - 5 - Technical Note This release presents labor force and unemployment data from the Local Area Unemployment Statistics (LAUS) program (table 1) for 337 metropolitan areas, including those in Puerto Rico. Nonfarm payroll employment estimates from the Current Employment Statistics (CES) program (table 2) are provided for over 270 of these areas. State estimates were previously published in the news release, Regional and State Employment and Unemployment, and are republished in this release for ease of reference. The LAUS and CES programs are both Federal-State cooperative endeavors. Labor force and unemployment-from the LAUS program Definitions. The labor force and unemployment data are based on the same concepts and definitions as those used for the official national estimates obtained from the Current Population Survey (CPS), a sample survey of households that is conducted for the Bureau of Labor Statistics (BLS) by the U.S. Census Bureau. The labor force includes both the employed and the unemployed. Employed persons are those who did any work at all for pay or profit in the survey reference week (the week including the 12th of the month) or worked 15 hours or more without pay in a family business or farm, plus those not working who have a job from which they were temporarily absent, whether or not paid, for such reasons as labor-management dispute, illness, or vacation. Unemployed persons are those who did not work at all (in the reference week), have actively looked for a job (sometime in the 4-week period ending with the survey reference week), and are currently available for work; persons on layoff expecting recall need not be looking for work to be counted as unemployed. Method of estimation. Effective January 1996, estimates for all states, the District of Columbia, the Los Angeles-Long Beach metropolitan area, and New York City are produced using estimating equations based on regression techniques. For all other substate areas, estimates are prepared through indirect estimation procedures. Employment estimates, which are based largely on ''place of work'' estimates from the CES program, are adjusted to refer to place of residence as used in the CPS. Unemployment estimates are aggregates of persons previously employed in industries covered by state unemployment (UI) laws and entrants to the labor force data from the CPS. The substate estimates of employment and unemployment which geographically exhaust the entire state, are adjusted proportionally to ensure that they add to the independently estimated state totals. A detailed description of the estimation procedures is available from BLS upon request. Annual revisions. Labor force and unemployment data shown for the prior year reflect adjustments made at the end of each year, usually with January estimates. The adjusted estimates reflect updated population data from the U.S. Census Bureau and any revisions in the other data sources. In addition, data for all states, the District of Columbia, and the two large substate areas noted are adjusted annually to equal the CPS annual averages, usually effective with January estimates. All other substate estimates are adjusted to add to the revised (benchmarked) state estimates. - 6 - Employment-from the CES program Definitions. Employment data refer to persons on establishment payrolls who receive pay for any part of the pay period which includes the 12th of the month. Persons are counted at their place of work rather than at their place of residence; those appearing on more than one payroll are counted on each payroll. Industries are classified on the basis of their principal activity in accordance with the 2002 version of the North American Industry Classification System. Method of estimation. The employment data are estimated using a "link relative" technique in which a ratio (link relative) of current-month employment to that of the previous month is computed from a sample of establishments reporting for both months. The estimates of employment for the current month are obtained by multiplying the estimates for the previous month by these ratios. Small-domain models are used as the official estimators for the approximately 10 percent of CES published series which have sample-based estimates. Annual revisions. Employment estimates are adjusted annually to a complete count of jobs, called benchmarks, derived principally from tax reports which are submitted by employers who are covered under state unemployment insurance (UI) laws. The benchmark information is used to adjust the monthly estimates between the new benchmark and the preceding one and also to establish the level of employment for the new benchmark month. Thus, the benchmarking process establishes the level of employment, and the sample is used to measure the month-to-month changes in the level for the subsequent months. Reliability of the estimates The estimates presented in this release are based on sample survey and administrative data and thus are subject to sampling and other types of errors. Sampling error is a measure of sampling variability--that is, variation that occurs by chance because a sample rather than the entire population is surveyed. Survey data are also subject to nonsampling errors, such as those which can be introduced into the data collection and processing operations. Estimates not directly derived from sample surveys are subject to additional errors resulting from the special estimation processes used. The sums of individual items may not always equal the totals shown in the same tables because of rounding. With respect to the LAUS program, unemployment rates are computed, in most instances, from unrounded data rather than from data that may be displayed in the tables; differences, however, are generally insignificant. Labor force and unemployment estimates. Measures of sampling error, in the form of the standard errors for state annual average estimates derived from the CPS, are available in the annual BLS bulletin, Geographic Profile of Employment and Unemployment. Error measures cannot be computed for substate areas because of the special estimation processes used. Measures of nonsampling error for CPS data are not available, but additional information on the subject is provided in the BLS monthly periodical, Employment and Earnings. - 7 - Employment estimates.
