EST Media contact: 691-5902 Tuesday, November 22, 2005 REGIONAL AND STATE EMPLOYMENT AND UNEMPLOYMENT: OCTOBER 2005 Regional and state unemployment rates were generally stable in October. Overall, 30 states and the District of Columbia registered over-the-month unemployment rate decreases, 9 states recorded increases, and 11 states had no change, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. Over the year, jobless rates declined in 31 states and the District of Columbia, rose in 14 states, and were unchanged in 5 states. The national unemployment rate was essentially unchanged in October at 5.0 percent, but was down from 5.5 percent a year earlier. Nonfarm payroll employment increased in 29 states and the District of Columbia over the month, decreased in 20 states, and was unchanged in New Hampshire. Washington experienced the largest employment gain (+24,200), followed by Georgia (+17,800), Virginia (+16,300), and Texas (+14,700). Washington posted the largest over-the-month percentage increase in em- ployment (+0.9 percent), followed by Nevada (+0.7 percent), Mississippi (+0.6 percent), and Georgia (+0.5 percent). The largest employment de- creases were reported in Michigan (-14,100), Indiana (-13,800), New York (-8,900), Massachusetts (-7,100), Ohio (-6,500), and Nebraska (-5,400). The largest over-the-month percentage losses in employment were reported in Nebraska and North Dakota (-0.6 percent each) and in Alaska, Indiana, and South Dakota (-0.5 percent each). Regional Unemployment (Seasonally Adjusted) The Northeast again recorded the lowest regional unemployment rate, 4.7 percent in October. The Midwest and South posted the highest jobless rates, 5.2 percent each, closely followed by the West, at 5.1 percent. No region reported a statistically significant rate change from September. Over the year, unemployment rates declined significantly in the West (-0.6 percentage point), Midwest (-0.5 point), and Northeast (-0.3 point). (See table 1.) In October, the West North Central and South Atlantic divisions again recorded the lowest unemployment rates of the nine geographic divisions, 4.4 and 4.5 percent, respectively. The next lowest division rates were registered in the Middle Atlantic, 4.6 percent, Mountain, 4.7 percent, and New England, 4.8 percent. The highest division jobless rates were reported in the East South Central, 6.0 percent, and West South Central, 5.8 percent, both of which were hit hard by Hurricane Katrina. No division registered a statistically significant rate change from September. The Pacific division posted the largest unemployment rate decline from October 2004 (-0.7 percent- age point). Four other divisions also had significant over-the-year rate decreases--the Middle Atlantic (-0.6 percentage point), East North Central and West North Central (-0.5 point each), and the South Atlantic (-0.3 point). New England recorded the only significant jobless rate increase over the year (+0.3 percentage point). - 2 - ---------------------------------------------------------------------- | Hurricanes Katrina, Rita, and Wilma | | | | | | In October, BLS and its state partners again made modifications | | to the usual estimation procedures for both the Local Area Unemploy- | | ment Statistics (LAUS) program and the Current Employment Statistics | | (CES) survey to reflect the impact on the unemployment and employment| | statistics in Katrina-affected areas. | | | | For the October LAUS estimates, these modifications included: | | (1) allowing the state labor force estimates for Louisiana and | | Mississippi to reflect the effects of Katrina by overriding the | | built-in feature of the methodology that smoothes over large | | shifts in key inputs--unemployment insurance claims and nonfarm | | wage and salary employment; (2) modifying the population controls | | to account for displacement due to Katrina; (3) developing labor | | force estimates for the New Orleans metropolitan area using an | | alternative to the model-based method; and (4) not publishing | | labor force estimates for the parishes within the New Orleans | | metropolitan area or cities within those parishes where the | | quality of input data was severely compromised by the hurricane. | | | | For the October CES estimates, the changes included: (1) modi- | | fication of procedures to impute employment counts for survey non- | | respondents in the most heavily impacted areas; (2) adjustments | | to sample weights for sample units in the more broadly defined dis- | | aster area to compensate for lower-than-average survey response | | rates; and (3) modification of the adjustment procedure for the | | business net birth/death estimator to reflect likely changes in | | business birth/death patterns in the disaster areas. | | | | Hurricane Rita made landfall on the Gulf Coast near the | | Louisiana and Texas border in late September. For October, the | | number of responses to the CES survey was only slightly below | | normal in the areas affected only by Rita. Therefore, no special | | estimation procedures were used for those areas. No modifications | | were made to the LAUS estimation procedures as a result of Rita. | | | | Hurricane Wilma struck Florida after the October survey re- | | ference periods, but during the survey collection periods. As | | with Hurricane Rita, the impact on data collection for the CES | | survey was minimal, and no special estimation procedures were | | used for the affected areas. Because the reference periods for | | both programs occurred before Hurricane Wilma struck, any impact | | of this storm would not be reflected in October's employment and | | unemployment estimates. | | | | CES estimates for metropolitan areas are always made available | | to the public at http://www.bls.gov on the day of issue of the | | Regional and State Employment and Unemployment news release. CES | | estimates for metropolitan areas normally do not appear in print | | until about one or two weeks later with the release of the Metro- | | politan Area Employment and Unemployment news release. However, | | due to intense interest in estimates for areas affected by Hurri- | | cane Katrina, CES data for several metropolitan areas in Gulf | | Coast states are included in this release. The next lowest jobless rates were recorded in Florida and Virginia, both 3.4 percent. Six additional states had rates below 4.0 percent. Louisiana and Mississippi again registered the highest unemployment rates, 11.3 and 9.6 per- cent, respectively, largely due to the impact of Hurricane Katrina. The next highest rates were reported in Alaska and South Carolina, 6.9 percent each. Florida and Montana posted the lowest jobless rates in their series, 3.4 and 4.3 percent, respectively. (All state series begin in 1976.) Overall, 15 states had unemployment rates that were significantly below the U.S. rate, 9 states and the District of Columbia reported appreciably higher rates, and 26 states had rates that were statistically little different from that of the nation. (See tables A and 3.) In October, statistically significant over-the-month jobless rate declines were reported in New Jersey (-0.5 percentage point), New York (-0.4 point), and Nebraska and Pennsylvania (-0.3 point each). Two states in the East South Central division registered the largest rate increases over the month--Tennessee (+0.5 percentage point) and Alabama (+0.4 point)--both of which were statistically significant. Forty-four states and the District of Columbia reported October unemployment rates that were not appreciably different from those of September. Florida recorded the largest unemployment rate decrease among the states between October 2004 and October 2005 (-1.4 percentage points), followed by Oregon (-1.3 points), Michigan (-1.1 points), and Alabama and Pennsylvania (-1.0 point each). The District of Columbia's rate dropped by 2.5 percentage points over the year. Sixteen additional states also had significant rate decreases from a year earlier. Louisiana and Mississippi again posted the largest over-the-year jobless rate increases (+5.5 and +2.7 percentage points, respectively). Eight other states also reported significant rate increases. The remaining 19 states had jobless rates in October that were little different from those of a year earlier. (See table B.) Nonfarm Payroll Employment (Seasonally Adjusted) Between September and October, the measured changes in employment were statistically significant in nine states. Five states--Washington (+24,200), Georgia (+17,800), Virginia (+16,300), Nevada (+8,700), and Mississippi (+6,700)--registered gains in employment, while four had declines--Michigan (-14,100), Indiana (-13,800), Nebraska (-5,400), and North Dakota (-2,000). (See tables C and 5.) Over the year, the measured changes in employment were statistically significant in 29 states and the District of Columbia. All had gains in employment except for Louisiana (-219,900), Michigan (-49,800), and Mississippi (-37,100). The decreases in Louisiana and Mississippi reflect the impact of Hurricane Katrina, which struck the Gulf Coast in late August. The largest gains were reported in Florida (+253,200), California (+188,000), Texas (+131,300), and Arizona (+101,300). Three states and the District of Columbia experienced statistically significant employment gains that were less then 15,000: Nebraska (+11,000), the District of Columbia (+10,700), Wyoming (+7,600), and Alaska (+5,900). (See table D.) - 4 - Nonfarm Payroll Employment for Selected Metropolitan Areas (Not Seasonally Adjusted) Thirteen metropolitan statistical areas in Alabama, Louisiana, and Mississippi contained one or more counties or parishes designated by FEMA as disaster counties after Hurricane Katrina. (Because monthly data for metropolitan areas are not adjusted for seasonal variations, the changes in employment are presented on an over-the-year basis.) Eight of the these areas reported over-the-year declines in employment, with the largest de- creases occurring in New Orleans-Metairie-Kenner, La. (-208,700), Gulfport- Biloxi, Miss. (-27,100), and Lake Charles, La. (-10,000). The figure for Lake Charles, La., also reflects the impact of Hurricane Rita, which struck the area in late September. (See table E.) ______________________________ The Metropolitan Area Employment and Unemployment release for October is scheduled to be issued on November 30. The Regional and State Employment and Unemployment release for November is scheduled to be issued on December 16. ------------------------------------------------------------------- | Use of Error Measures in the Regional and State News Release | | | | With the release of data for January 2005, the Local Area | | Unemployment Statistics (LAUS) program introduced several im- | | provements to its methodology. Among these was the development | | of model-based error measures for the monthly estimates and the | | estimates of over-the-month changes. These error measures allow | | data users and the Bureau of Labor Statistics to consider statis- | | tical significance when analyzing and describing the LAUS data. | | Error measures for the nonfarm payroll employment data had been | | available prior to January 2005, although they were not used in | |the analysis of those data in this release. | | | | The introductory section of this release preserves the long- | | time practice of highlighting the direction of the movements in | | regional and state unemployment rates and state nonfarm payroll | | employment regardless of their statistical significance. Also presented are nonfarm payroll employment estimates by state and major industry from the Current Employment Statistics (CES) program (tables 5 and 6). The LAUS and CES programs are both federal-state cooperative endeavors. Labor force and unemployment--from the LAUS program Definitions. The labor force and unemployment data are based on the same concepts and definitions as those used for the official national estimates obtained from the Current Population Survey (CPS), a sample survey of households that is conducted for the Bureau of Labor Statistics (BLS) by the U.S. Census Bureau. The labor force includes both the employed and the unemployed. Employed persons are those who did any work at all for pay or profit in the reference week (the week including the 12th of the month) or worked 15 hours or more without pay in a family business or farm, plus those not working who have a job from which they were temporarily absent, whether or not paid, for such reasons as labor-management dispute, illness, or vacation. Unemployed persons are those who did not work at all (in the reference week), have actively looked for a job (sometime in the 4-week period ending with the reference week), and are currently available for work; persons on layoff expecting recall need not be looking for work to be counted as unemployed. Method of estimation. Estimates for all census divisions, states, the District of Columbia, the Los Angeles-Long Beach-Glendale metropolitan division, and New York City are produced using estimating equations based on regression techniques. This method, which underwent substantial enhance- ment at the beginning of 2005, utilizes data from several sources, including the CPS, the CES, and state unemployment insurance (UI) data. Estimates for the six other areas contained in this release use a different regression approach. A detailed description of the estimation procedures is available from BLS upon request. Estimates for census regions are obtained by summing the model-based estimates for the component divisions and then calculating the unemployment rate. Annual revisions. Labor force and unemployment data shown for the prior year reflect adjustments made at the end of each year, usually implemented with January estimates. The adjusted estimates reflect updated population data from the U.S. Census Bureau, any revisions in the other data sources, and model reestimation. Seasonal adjustment. Seasonal adjustment of census division, state, and substate area model employment and unemployment levels is performed within the modeling procedure. The model estimation is based on the classical ap- proach to seasonal adjustment, in which the series is decomposed into trend, seasonal, irregular, and survey error. This directly yields seasonally ad- justed estimates for employment and unemployment levels with reliability measures. Labor force levels and unemployment rates are calculated from these two estimates. Additionally, measures for the State of California are derived by summing the seasonally adjusted estimates for the Los Angeles-Long Beach-Glendale metropolitan division and the balance of California, and the estimates for the State of New York are the sum of the estimates for New York City and the balance of New York. Labor force estimates for census regions are calculated as the sum of the levels of the component divisions, and the unemployment rate is then calculated. In most years, historical data for the most recent 5 years are revised near the beginning of each calendar year, usually coincident with the release of January estimates. Area definitions. The substate area data published in this release reflect the standards and definitions established by the U.S. Office of Management and Budget on February 18, 2004. A detailed list of the geographic definitions is available on the Web at http://www.bls.gov/lau/laumsa.htm and also is published annually in the May issue of Employment and Earnings. - 10 - Employment--from the CES program Definitions. Employment data refer to persons on establishment payrolls who receive pay for any part of the pay period which includes the 12th of the month. Persons are counted at their place of work rather than at their place of residence; those appearing on more than one payroll are counted on each payroll. Industries are classified on the basis of their principal activity in accordance with the 2002 version of the North American Industry Classification System. Method of estimation. The employment data are estimated using a "link relative" technique in which a ratio (link relative) of current-month em- ployment to that of the previous month is computed from a sample of estab- lishments reporting for both months. The estimates of employment for the current month are obtained by multiplying the estimates for the previous month by these ratios. Annual revisions. Employment estimates are adjusted annually to a complete count of jobs, called benchmarks, derived principally from tax reports which are submitted by employers who are covered under state unemployment insurance (UI) laws. The benchmark information is used to adjust the monthly estimates between the new benchmark and the preceding one and also to establish the level of employment for the new benchmark month. Thus, the benchmarking process establishes the level of employment, and the sample is used to measure the month-to-month changes in the level for the subsequent months. Seasonal adjustment. Payroll employment data are seasonally adjusted at the statewide supersector level. In some states, the seasonally adjusted payroll employment total is computed by aggregating the independently ad- justed supersector series. In other states, the seasonally adjusted pay- roll employment total is independently adjusted. Revisions of historical data for the most recent 5 years are made once a year, coincident with annual benchmark adjustments. Caution on aggregating state data. State estimation procedures are designed to produce accurate data for each individual state. BLS inde- pendently develops a national employment series; state estimates are not forced to sum to national totals. Because each state series is subject to larger sampling and nonsampling errors than the national series, summing them cumulates individual state level errors and can cause significant dis- tortions at an aggregate level. Due to these statistical limitations, BLS does not compile a "sum-of-states" employment series, and cautions users that such a series is subject to a relatively large and volatile error structure. Reliability of the estimates The estimates presented in this release are based on sample survey, ad- ministrative data, and modeling and, thus, are subject to sampling and other types of errors. Sampling error is a measure of sampling variability--that is, variation that occurs by chance because a sample rather than the entire population is surveyed. Survey data also are subject to nonsampling errors, such as those which can be introduced into the data collection and processing operations. Estimates not directly derived from sample surveys are subject to additional errors resulting from the specific estimation processes used. The sums of individual items may not always equal the totals shown in the same tables because of rounding. With respect to the LAUS program, unem- ployment rates are computed from unrounded data rather than from data that may be displayed in the tables; differences, however, are generally insig- nificant. - 11 - Labor force and unemployment estimates. Model-based error measures for both seasonally adjusted and not seasonally adjusted data, and for over-the- month change, are available on the BLS Web site at http://www.bls.gov/lau/ lastderr.htm.
