EST Thursday, November 2, 1995 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: SEPTEMBER 1995 Unemployment rates were lower in September 1995 than a month earlier in 20 states, higher in 20 states and the District of Columbia, and unchanged in 10 states, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate remained at 5.6 percent in September. Nonfarm payroll employment increased in 40 states and the District of Columbia over the month. State Unemployment (Seasonally Adjusted) New Jersey had the largest unemployment rate decrease from August to September (0.9 percentage point), followed by California, Illinois, and Texas (all 0.6 point). The declines in New Jersey's and California's rates put them at their lowest levels in more than 4 years, while the decreases in Illinois and Texas partially reversed recent increases. Florida had the largest over-the-month rate increase (1.0 percentage point), more than offsetting the prior month's decline. Pennsylvania's rate rose by 0.9 point to its highest rate in a year. The jobless rate in Delaware increased by 0.6 point, returning to its June level. No other state had an over-the-month change of more than one-half percentage point in either direction. Compared with a year earlier, unemployment rates were lower in 38 states in September. Nine of these states recorded over-the-year decreases of a percentage point or more, led by Louisiana (1.5 points) and Wisconsin and Arizona (both 1.2 points). The District of Columbia experienced the largest rate increase over the year (1.0 percentage point), followed by Montana (0.8 point) and Missouri and Tennessee (both 0.7 point). Eight additional states recorded increases. Nebraska continued to have the lowest unemployment rate in September (2.1 percent), followed by three other midwestern states--South Dakota (2.8 percent), Minnesota (2.9 percent), and North Dakota (3.0 percent). Nine other states had rates below 4.5 percent. At 9.1 percent, the District of Columbia once again had the highest unemployment rate, followed by West Virginia (8.4 percent), California (7.2 percent), Alaska (7.1 percent), and Rhode Island (7.0 percent). Overall, 33 states had jobless rates below the U.S. average, while 16 states and the District of Columbia had higher rates. (See table 1 and chart 1.) Nonfarm Payroll Employment (Seasonally Adjusted) Forty states and the District of Columbia recorded gains in total nonfarm employment in September. The service-producing sector continued its strong pervasive upward pattern, while the goods-producing sector was - 2 - mixed with continued weakness in manufacturing and growth in construction industries. Twenty-eight states reported gains in the goods-producing sector; 37 states had gains in construction. Only 20 states had gains in manufacturing. Forty-three states had employment gains in the service-producing sector. Twenty-seven states had over-the-month increases in transportation and public utilities. Strong employment growth continued in wholesale and retail trade, where 44 states reported over-the-month employment gains. Thirty-eight states reported over-the-month increases in services. Of the 10 states experiencing September job losses, most were attributable to losses in manufacturing. Several states experienced stronger-than-expected seasonal movements in government due to the beginning of the school year. Over the year, 46 states experienced employment growth. Most states in the Mountain division had robust over-the-year total nonfarm employment growth, while the New England, Middle Atlantic, Pacific, East North Central and East South Central divisions had the slowest growth. (See chart 2.) Nearly every state had over-the-year gains in wholesale and retail trade and in services. Over one-half of the states had over-the-year increases in manufacturing and construction employment. Texas continued to lead the nation in adding jobs over the year with 260,000, followed by Florida (200,000) California and Georgia (both 130,000). The District of Columbia continued to lead the nation in job losses over the year (-15,000), followed by Hawaii (-7,000) and Mississippi (-5,000). The decline in the District of Columbia was mainly attributable to government employment reductions. (See chart 2.) NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 271 areas for which September data are available, 104 had rates below 4.5 percent, while 18 had rates higher than 7.5 percent. The lowest rates were in Madison, Wis. (1.5 percent), and Fargo-Moorhead, N.D.-Minn. (1.6 percent). Two areas in Texas recorded the highest unemployment rates: McAllen-Edinburg-Mission, 17.5 percent, and Laredo, 14.0 percent. Kokomo, Ind., experienced the largest over-the-year decrease in its jobless rate (2.5 percentage points), followed by Bakersfield, Calif. (2.3 points). Fifty-four other areas registered decreases of 1.0 percentage point or more. Laredo, Tex., had the largest over-the-year increase, 6.1 percentage - 3 - points. Five other areas recorded increases of 1.0 percentage point or more, but none greater than 1.2 points. (See table 5.) ___________________________________________________________________________ The State and Metropolitan Area Employment and Unemployment release for October 1995 is scheduled to be issued on Wednesday, November 29, 1995. --------------------------------------------------------------- | Effective with the data for January 1996, scheduled for | |release in early March, BLS plans to discontinue producing and | |publishing state and area estimates derived directly from the | |Current Population Survey (CPS). Because of anticipated budget| |reductions, we expect that the CPS sample will no longer be of | |sufficient size to directly provide data for the 11 large | |states (contained in tables 1, 2, and 5), as well as the Los | |Angeles-Long Beach metropolitan area and New York City | |(contained in table 5).
