EDT Media contact: 691-5902 Friday, October 21, 2005 REGIONAL AND STATE EMPLOYMENT AND UNEMPLOYMENT: SEPTEMBER 2005 Regional and state unemployment rates were generally little changed in September, with the exceptions of Louisiana and Mississippi, the two states most affected by Hurricane Katrina. Overall, 31 states registered over-the- month unemployment rate increases, 15 states and the District of Columbia recorded decreases, and 4 states had no change, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. In contrast, jobless rates were lower over the year in 29 states and the District of Columbia, higher in 18 states, and unchanged in 3 states. The national unemployment rate rose from 4.9 percent in August to 5.1 percent in September, but was down by 0.3 percentage point over the year. Nonfarm payroll employment increased in 28 states in September and decreased in 22 states and the District of Columbia. Florida experienced the largest employment gain (+17,700), followed by New York (+16,700), Texas (+15,100), Indiana (+9,200), Pennsylvania (+8,300), and Michigan (+8,100). Nebraska and Nevada posted the largest over-the-month percentage increases in employment (+0.6 percent each), followed by New Mexico and North Dakota (+0.4 percent each) and Alaska, Indiana, Kansas, Maryland, and Tennessee (+0.3 percent each). The impact of Hurricane Katrina, which struck the Gulf Coast in late August, caused large employment decreases in Louisiana (-251,000) and Mississippi (-59,700). (See the note on Hurri- canes Katrina and Rita.) Other states with employment decreases of 10,000 or greater were: California (-23,700), Missouri (-16,000), Georgia (-10,800), Washington (-10,600), and North Carolina (-10,500). The largest over-the- month percentage losses in employment were reported in Louisiana (-13.0 per- cent), Mississippi (-5.3 percent), Maine (-0.7 percent), Missouri (-0.6 per- cent), and Montana, Washington, and the District of Columbia (-0.4 percent each). - 2 - ------------------------------------------------------------------- | Hurricanes Katrina and Rita | | | | Data for September are the first from the Local Area | | Unemployment Statistics (LAUS) program and the first for states | | and areas from the Current Employment Statistics (CES) survey to | | reflect the impact of Hurricane Katrina, which struck the Gulf | | Coast on August 29 with catastrophic effects in parts of Alabama, | | Louisiana, and Mississippi. | | | | For the September LAUS estimates, BLS and its state partners | | made a number of modifications to the standard estimating | | procedures to better reflect the employment and unemployment | | situation. These include: (1) allowing the state labor force | | estimates for Louisiana and Mississippi to reflect the effects of | | Katrina by overriding the built-in feature of the methodology | | that smoothes over large shifts in key inputs--unemployment | | insurance claims and nonfarm wage and salary employment; (2) de- | | veloping labor force estimates for the New Orleans metropolitan | | area using an alternative to the model-based method; and (3) not | | publishing labor force estimates for the parishes within the New | | Orleans metropolitan area or cities within those parishes where | | the quality of input data was severely compromised by the hurri- | | cane. | | | | For the September CES estimates, several modifications to the | | usual estimation procedures were adopted to better reflect em- | | ployment in Katrina-affected areas. The changes included: (1) | | modification of procedures to impute employment counts for survey | | nonrespondents in the most heavily impacted areas; (2) adjust- | | ments to sample weights for sample units in the more broadly de- | | fined disaster area to compensate for lower-than-average survey | | response rates; and (3) modification of the adjustment procedure | | for the business net birth/death estimator to reflect likely | | changes in business birth/death patterns in the disaster areas. | | | | Hurricane Rita made landfall during the September data | | collection period. As a result, response rates for the CES | | survey were lower than normal in some areas. However, because | | the reference period occurred before Hurricane Rita struck, the | | impact of this storm on measures of employment was negligible. | | | | CES estimates for metropolitan areas are always made available | | to the public at http://www.bls.gov on the day of issue of the | | Regional and State Employment and Unemployment news release. CES | | estimates for metropolitan areas normally do not appear in print | | until about one or two weeks later with the release of the metro- | | politan Area Employment and Unemployment news release. However, | | due to intense interest in estimates for areas affected by Hurri- | | cane Katrina, CES data for several metropolitan areas in Gulf | | Coast States are included in this release. | | | | For more information on LAUS and CES procedures and estimates | | for September 2005, see Hurricane Information: Katrina and Rita | | on the BLS Web site, http://www.bls.gov/katrina/home.htm or call | | (202) 691-6392 for information about the LAUS program, and (202) | | 691-6559 for information about the CES survey. | ------------------------------------------------------------------- - 3 - Regional Unemployment (Seasonally Adjusted) The Midwest and South reported the highest jobless rates, 5.3 percent each. The South was the only region to post a statistically significant rate change from August (due largely to Hurricane Katrina). The Northeast again recorded the lowest unemployment rate in September, 4.9 percent, followed by the West at 5.1 percent. Three regions registered significant unemployment rate decreases over the year--the West (-0.6 percentage point), Midwest (-0.4 point), and Northeast (-0.2 point). (See table 1.) Among the nine geographic divisions, the highest jobless rates were posted in the West South Central, 6.4 percent, East North Central, 5.7 percent, and East South Central, 5.6 percent. The two divisions to register statistically significant unemployment rate increases from August were the West South Central (+1.3 percentage points) and East South Central (+0.4 point). Louisiana is located in the West South Central division, and Mississippi is located in the East South Central division. The lowest unemployment rates in September were reported in the West North Central, 4.3 percent, and South Atlantic, 4.5 percent. No division had a statis- tically significant unemployment rate decrease from August. From Sep- tember 2004, the West South Central division posted the only statistically significant jobless rate increase (+0.7 percentage point). The largest over-the-year rate declines were registered by the Pacific (-0.9 percentage point) and West North Central (-0.7 point). The Middle Atlantic and East North Central divisions also recorded significant rate declines (-0.4 and -0.3 percentage point, respectively). State Unemployment (Seasonally Adjusted) In September, Louisiana posted the highest state jobless rate, 11.5 percent, followed by Mississippi, 9.6 percent. These were the two states hit hardest by Hurricane Katrina. Hawaii continued to report the lowest state unemployment rate, 2.7 percent; the next lowest rates were recorded in Florida, Idaho, and Virginia, 3.5 percent each. Two of these states-- Florida and Idaho--reported the lowest unemployment rates in their series in September. (All state series begin in 1976.) Six other states reg- istered unemployment rates below 4.0 percent. Overall, 16 states had unemployment rates that were significantly below the U.S. rate in Sep- tember, 8 states and the District of Columbia recorded measurably higher rates, and 26 states had rates that statistically were little different from that of the nation. (See tables A and 3.) Louisiana and Mississippi reported the largest unemployment rate increases from August. Louisiana's over-the-month rate increase (+5.7 percentage points) was the largest of any state since these series began in 1976, while Mississippi's (+2.7 points) equaled the previous record. Eight other states--Arkansas, Iowa, Maine, Massachusetts, New York, Oklahoma, Rhode Island, and Texas--had significant unemployment rate increases from August. Two states registered over-the-month jobless rate decreases that were statistically significant in September--Oregon (-0.5 percentage point) and Maryland (-0.3 point). Thirty-eight states and the District of Columbia reported jobless rates in September that were not appreciably different from those of a month earlier. Over the year, Louisiana posted the largest unemployment rate increase from last September (+5.8 percentage points), followed by Mississippi (+2.9 points). Six other states posted significant unemployment rate increases. Alabama experienced the largest over-the-year unemployment rate decrease (-1.6 percentage points), followed by Florida (-1.3 points) and Oregon (-1.2 points). Fourteen additional states recorded statistically significant jobless rate declines. The District of Columbia also reported a measurable jobless rate decrease from a year ago (-2.4 percentage points). Twenty- five states recorded jobless rates that were not appreciably different from those of September 2004, even though some states had changes that were as large numerically as those with statistically significant changes. (See table B.) - 4 - Nonfarm Payroll Employment (Seasonally Adjusted) Between August and September, the measured changes in employment were statistically significant in seven states. Two states--Nevada (+7,800) and Nebraska (+5,300)--registered gains in employment, while five had declines--Louisiana (-251,000), Mississippi (-59,700), Missouri (-16,000), Washington (-10,600), and Maine (-4,200). (See tables C and 5.) Over the year, the measured changes in employment were statistically significant in 34 states and the District of Columbia. All had gains in employment except for Louisiana (-228,900), Mississippi (-49,100), and Michigan (-38,200). The largest gains were reported in Florida (+277,700), California (+226,300), Texas (+142,500), and Arizona (+96,000). Four states and the District of Columbia experienced statistically significant employment gains that were less than 15,000: Nebraska (+14,500), New Hampshire (+13,300), the District of Columbia (+9,200), Wyoming (+8,200), and North Dakota (+5,500). (See table D.) Nonfarm Payroll Employment for Selected Metropolitan Areas (Not Seasonally Adjusted) Thirteen metropolitan statistical areas in Alabama, Louisiana, and Mississippi contained one or more counties or parishes designated by FEMA as disaster counties after Hurricane Katrina. (Because monthly data for metropolitan areas are not adjusted for seasonal variations, the changes in employment are presented on an over-the-year basis.) Of the thirteen areas, New Orleans-Metairie-Kenner, La., reported the largest loss of jobs over the year, with a decline of 232,000, followed by Gulfport-Biloxi, Miss. (-30,500), Pascagoula, Miss. (-6,000), Hattiesburg, Miss. (-2,700), Jackson, Miss. (-2,300), Monroe, La. (-1,300), and Baton Rouge, La. (-800). All of the other areas reported small employment gains over the year. The largest over-the-year percentage losses in employment occurred in New Or- leans-Metairie-Kenner, La. (-38.0 percent), Gulfport-Biloxi, Miss. (-26.7 per- cent), and Pascagoula, Miss. (-11.1 percent). (See table E.) ______________________________ The Metropolitan Area Employment and Unemployment release for September is scheduled to be issued on November 2. The Regional and State Employment and Unemployment release for October is scheduled to be issued on November 22. ------------------------------------------------------------------- | Use of Error Measures in the Regional and State News Release | | | | With the release of data for January 2005, the Local Area | | Unemployment Statistics (LAUS) program introduced several im- | | provements to its methodology. Among these was the development | | of model-based error measures for the monthly estimates and the | | estimates of over-the-month changes. These error measures allow | | data users and the Bureau of Labor Statistics to consider sta- | | tistical significance when analyzing and describing the LAUS | | data. Error measures for the nonfarm payroll employment data had | | been available prior to January 2005, although they were not used | | in the analysis of those data in this release. | | | | The introductory section of this release preserves the long- | | time practice of highlighting the direction of the movements in | | state unemployment rates and state nonfarm payroll employment | | regardless of their statistical significance. Also presented are nonfarm payroll employment estimates by state and major industry from the Current Employment Statistics (CES) program (tables 5 and 6). The LAUS and CES programs are both federal-state cooperative endeavors. Labor force and unemployment--from the LAUS program Definitions. The labor force and unemployment data are based on the same concepts and definitions as those used for the official national estimates obtained from the Current Population Survey (CPS), a sample survey of households that is conducted for the Bureau of Labor Statistics (BLS) by the U.S. Census Bureau. The labor force includes both the employed and the unemployed. Employed persons are those who did any work at all for pay or profit in the reference week (the week including the 12th of the month) or worked 15 hours or more without pay in a family business or farm, plus those not working who have a job from which they were temporarily absent, whether or not paid, for such reasons as labor-management dispute, illness, or vacation. Unemployed persons are those who did not work at all (in the reference week), have actively looked for a job (sometime in the 4-week period ending with the reference week), and are currently available for work; persons on layoff expecting recall need not be looking for work to be counted as unemployed. Method of estimation. Estimates for all census divisions, states, the District of Columbia, the Los Angeles-Long Beach-Glendale metropolitan division, and New York City are produced using estimating equations based on regression techniques. This method, which underwent substantial enhance- ment at the beginning of 2005, utilizes data from several sources, including the CPS, the CES, and state unemployment insurance (UI) data. Estimates for the six other areas contained in this release use a different regression approach. A detailed description of the estimation procedures is available from BLS upon request. Estimates for census regions are obtained by summing the model-based estimates for the component divisions and then calculating the unemployment rate. Annual revisions. Labor force and unemployment data shown for the prior year reflect adjustments made at the end of each year, usually implemented with January estimates. The adjusted estimates reflect updated population data from the U.S. Census Bureau, any revisions in the other data sources, and model reestimation. Seasonal adjustment. Seasonal adjustment of state and substate area model employment and unemployment levels is performed within the modeling procedure. The model estimation is based on the classical approach to seasonal adjustment, in which the series is decomposed into trend, seasonal, irregular, and survey error. This directly yields seasonally adjusted estimates for employment and unemployment levels with reliability measures. Labor force levels and unemploy- ment rates are calculated from these two estimates. Additionally, measures for the State of California are derived by summing the seasonally adjusted es- timates for the Los Angeles-Long Beach-Glendale metropolitan division and the balance of California, and the estimates for the State of New York are the sum of the estimates for New York City and the balance of New York. Labor force estimates for census regions are calculated as the sum of the levels of the component divisions, and the unemployment rate is then calculated. In most years, historical data for the most recent 5 years are revised near the begin- ning of each calendar year, usually coincident with the release of January estimates. Area definitions. The substate area data published in this release reflect the standards and definitions established by the U.S. Office of Management and Budget on February 18, 2004. A detailed list of the geographic definitions is available on the Web at http://www.bls.gov/lau/laumsa.htm and also is published annually in the May issue of Employment and Earnings. - 9 - Employment--from the CES program Definitions. Employment data refer to persons on establishment payrolls who receive pay for any part of the pay period which includes the 12th of the month. Persons are counted at their place of work rather than at their place of residence; those appearing on more than one payroll are counted on each payroll. Industries are classified on the basis of their principal activity in accordance with the 2002 version of the North American Industry Classification System. Method of estimation. The employment data are estimated using a "link relative" technique in which a ratio (link relative) of current-month em- ployment to that of the previous month is computed from a sample of estab- lishments reporting for both months. The estimates of employment for the current month are obtained by multiplying the estimates for the previous month by these ratios. Annual revisions. Employment estimates are adjusted annually to a complete count of jobs, called benchmarks, derived principally from tax reports which are submitted by employers who are covered under state unemployment insurance (UI) laws. The benchmark information is used to adjust the monthly estimates between the new benchmark and the preceding one and also to establish the level of employment for the new benchmark month. Thus, the benchmarking process establishes the level of employment, and the sample is used to measure the month-to-month changes in the level for the subsequent months. Seasonal adjustment. Payroll employment data are seasonally adjusted at the statewide supersector level. In some states, the seasonally adjusted payroll employment total is computed by aggregating the independently ad- justed supersector series. In other states, the seasonally adjusted pay- roll employment total is independently adjusted. Revisions of historical data for the most recent 5 years are made once a year, coincident with annual benchmark adjustments. Caution on aggregating state data. State estimation procedures are designed to produce accurate data for each individual state. BLS inde- pendently develops a national employment series; state estimates are not forced to sum to national totals. Because each state series is subject to larger sampling and nonsampling errors than the national series, summing them cumulates individual state level errors and can cause significant dis- tortions at an aggregate level. Due to these statistical limitations, BLS does not compile a "sum-of-states" employment series, and cautions users that such a series is subject to a relatively large and volatile error structure. - 10 - Reliability of the estimates The estimates presented in this release are based on sample survey, ad- ministrative data, and modeling and, thus, are subject to sampling and other types of errors. Sampling error is a measure of sampling variability--that is, variation that occurs by chance because a sample rather than the entire population is surveyed. Survey data also are subject to nonsampling errors, such as those which can be introduced into the data collection and processing operations. Estimates not directly derived from sample surveys are subject to additional errors resulting from the specific estimation processes used. The sums of individual items may not always equal the totals shown in the same tables because of rounding.
