EDT Media contact: 606-5902 Tuesday, October 1, 1996 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: AUGUST 1996 Unemployment rates for most states showed little movement in August, as 43 states and the District of Columbia recorded shifts of 0.3 percentage point or less, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate fell 0.3 percentage point to 5.1 percent in August. Nonfarm payroll employment increased in 43 states and the District of Columbia in August. State Unemployment (Seasonally Adjusted) Jobless rates were lower in August than a month earlier in 27 states, higher in 13 states, and unchanged in 10 states and the District of Columbia. Kentucky, Massachusetts, Missouri, and Tennessee all reported rate decreases of 0.5 percentage point, the largest declines over the month. As unemployment continued to fall in much of the nation, rates in six states--Alabama, Iowa, Kentucky, North Dakota, Tennessee, and Utah-- reached their lowest points since the series began in 1978. The largest increase was in Rhode Island, where the unemployment rate rose 0.4 percentage point. Compared with a year earlier, jobless rates in August 1996 were lower in 36 states and the District of Columbia, higher in 9 states, and unchanged in 5 states. Alabama experienced the greatest over-the-year decrease (2.0 percentage points), followed closely by Rhode Island (1.9 points). Five other states had rate declines of at least 1.0 percentage point. Thirteen additional states showed declines of one-half percentage point or more. Delaware and South Carolina recorded the largest rate increases over the year, 1.0 and 0.9 percentage point, respectively. At 2.6 percent in August, Nebraska’s unemployment rate was the lowest in the nation, followed by North Dakota (2.7 percent), South Dakota (2.8 percent), Utah (2.9 percent), and Iowa (3.0 percent). Rates in four additional states also were below 4.0 percent. The District of Columbia continued to report the highest jobless rate, 9.0 percent in August. Alaska (7.3 percent), New Mexico (7.1 percent), and California (7.0 percent) recorded the next highest rates. A total of 27 states had rates below the national average of 5.1 percent and 21 states and the District of Columbia had higher rates. (See table 1 and chart 1.) Nonfarm Payroll Employment (Seasonally Adjusted) Nonfarm payroll employment rose in 43 states and the District of Columbia in August. Michigan and Oklahoma had the largest percentage increase (0.8 percent each), followed closely by Arizona and Rhode Island (0.7 percent each). The growth in Michigan and Oklahoma was partially attributable to the return of workers idled by temporary shutdowns of automobile plants in July. Michigan (34,600) and California (34,100) added the most jobs in the nation. Georgia had the largest decline in employment, both in percentage terms (-1.2 percent) and in absolute terms (- 42,600), as employment returned to more normal levels following the Olympic games. (See table 3.) Over the year, growth continued to be strongest in the West and weakest in the Northeast. Vermont was the only state in the Northeast to add as much as at least 2.0 percent to its employment, while Wyoming was the only state in the west to add less than 2.0 percent. California (300,300) and - 2 - Texas (265,500) added the most jobs in the past year. Only the District of Columbia (-13,100), Mississippi (-4,000), and Hawaii (-3,400) lost jobs over the same period. (See chart 2.) NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 272 metropolitan areas for which August data are available, 109 areas, or 40 percent, had unemployment rates below 4.0 percent. Thirty-two areas recorded rates of 7.0 percent or more. The lowest jobless rates were again in Madison, Wis. (1.4 percent), and Sioux Falls, S.D. (1.8 percent). The areas with the highest rates were located along the Texas-Mexico border: McAllen-Edinburg-Mission (18.4 percent), Laredo and El Paso (both 12.1 percent), and Brownsville-Harlingen-San Benito (11.8 percent). Despite its ranking, Laredo recorded the greatest over-the-year decrease in its unemployment rate (3.9 percentage points), followed by Mobile, Ala. (2.7 points). Forty-eight other areas experienced rate declines of 1.0 percentage point or more. El Paso (2.1 points) and Wilmington-Newark, Del.- Md. (2.0 points) had the largest over-the-year increases. Six additional areas recorded rate increases of 1.0 percentage point or more.
