EDT Tuesday, April 4, 1995 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: FEBRUARY 1995 Unemployment rates in February 1995 were lower than a month earlier in 28 states and the District of Columbia, higher in 16 states, and unchanged in 6 states, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate was 5.4 percent, the same as last December, after rising to 5.7 percent in January. Nonfarm payroll employment rose in 41 states over the month. State Unemployment (Seasonally Adjusted) Two states--Florida and New Jersey--had unemployment rate declines of more than 1.0 percentage point in February. In addition, California's jobless rate decreased 0.9 percentage point, while the Mississippi and Arizona rates were down 0.8 point. In the case of Florida, February marked the third consecutive monthly decline in joblessness, while, in California and New Jersey, the current drops reversed increases in the previous month. The Arizona and Mississippi declines followed similar drops in January. North Carolina had the largest over-the-month increase, 0.8 percentage point, followed closely by Montana's 0.7 point rise. Compared with February a year earlier, 45 states and the District of Columbia experienced unemployment rate decreases. Maine and Michigan had the largest declines, more than 2.0 percentage points; 25 states experienced declines ranging from 1.0 to 1.9 points. Arkansas's rate was unchanged over the year, and, in the four states with higher rates--Idaho, Montana, Pennsylvania, and Utah, the rates were up only marginally (less than half a percentage point). Nebraska, with a February rate of 2.2 percent, continued to have the lowest incidence of unemployment in the nation, followed by South Dakota and Colorado, at 2.9 and 3.1 percent, respectively. A total of 18 states had unemployment rates below 4.5 percent; a year earlier, only six states reported rates that low. West Virginia had the highest rate (8.2 percent), followed by the District of Columbia (7.7 percent) and Alaska and California (both 7.3 percent). (See table 1 and chart 1.) Nonfarm Payroll Employment (Seasonally Adjusted) Forty-one states recorded gains in total nonfarm employment in February. Arizona had the largest over-the-month increase in total nonfarm employment (0.8 percent), followed by California and Missouri (both 0.7 percent). Of the nine states (plus the District of Columbia) that experienced over-the-month job losses, Idaho had the largest decrease (-2.0 percent), while the others were all small (-0.3 percent or less). - 2 - Over-the-month employment growth continued in the goods-producing sector, where 30 states reported gains in manufacturing, while only 14 states reported gains in construction. Thirty-seven states had over-the- month increases in transportation and public utilities. Moderate employment growth continued in wholesale and retail trade and finance, insurance, and real estate, where about one-half of the states reported over-the-month employment gains. The services industry resumed its usual strong growth, with 45 states reporting over-the-month increases. Of the states experiencing February employment declines, most were attributable to reductions in construction and nondurable goods. (See table 3.) States in the Pacific division--led by California--had the strongest over-the-month total nonfarm employment growth, while the New England and Middle Atlantic divisions had the slowest growth. The Central divisions had modest over-the-month growth. Over the past year, job gains ranged from a robust 6.8 percent in Nevada to only 0.1 percent in Hawaii. States in the Mountain division had very strong growth in nonfarm jobs over this period, while the New England, Middle Atlantic, and Pacific divisions had comparatively small gains. The District of Columbia experienced no employment growth. (See chart 2.) NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Areas (Not Seasonally Adjusted) Of the 271 areas for which February data are available, 92 had unemployment rates below 4.5 percent, while 31 had rates of 7.8 percent and above. Madison, Wis., continued to have the lowest rate (2.2 percent), followed closely by Lincoln, Neb. (2.3 percent), Iowa City, Iowa (2.4 percent), and Omaha, Neb. (2.5 percent). Salinas, Calif., had the highest unemployment rate (16.8 percent), with Modesto, Calif. (16.6 percent), and McAllen-Edinburg-Mission, Tex. (16.5 percent), close behind. McAllen- Edinburg-Mission, Tex., also experienced the largest over-the-year change (down 6.1 percentage points), and six other areas were down 3.0 to 3.5 points. Williamsport, Pa., had the largest unemployment rate increase--1.1 percentage points. No other area had a rate increase of more than 0.5 point.
