MIDWEST CONSUMER PRICE INDEX (CPI) - MAY 2008
Prices in the Midwest increased 0.9 percent over the month and 4.0 percent over the year
The Consumer Price Index for the Midwest increased 0.9 percent in May, following an increase of 0.8 percent in April. The index was up 4.0 percent from May 2007, the U.S. Department of Labor's Bureau of Labor Statistics reported today. According to Regional Commissioner Stanley W. Suchman, rising energy costs accounted for virtually all of the overall gain in the monthly index.
Energy prices, which include prices for motor and household fuels, were up 7.7 percent in May following a 5.2 percent increase the prior month. Energy prices have advanced 15.4 percent since May 2007, led by rising motor fuel costs. The Midwest CPI for all items less food and energy (frequently referred to as the core index) was nearly unchanged over the month and was up 2.2 percent over the year.

Transportation costs had the greatest impact of any major expenditure category on the overall monthly index, rising 3.8 percent in May. Motor fuel prices advanced 10.5 percent following April's increase of 6.5 percent. Prices for new and used motor vehicles declined 0.7 percent as new vehicle prices decreased 0.9 percent and prices for used cars and trucks were down 0.3 percent. Overall, transportation prices have risen 7.8 percent since May 2007, led by an over-the-year increase of 18.0 percent in motor fuel costs. Prices for new and used motor vehicles were 0.5 percent higher over the year.
Housing costs had the second greatest impact on the May index, increasing 0.4 percent. Prices for fuels and utilities advanced 3.5 percent, largely reflecting a rise in prices for utility (piped) gas service. The rate of increase in prices for utility (piped) gas service has been successively higher each month since January with increases of 3.5, 5.7, and 7.0 percent in February, March, and April, respectively. May's 7.9 percent advance was the largest increase since prices climbed 12.5 percent in October 2005 following Hurricane Katrina. Shelter costs and prices for household furnishings and operations were each essentially unchanged over the month. From May 2007 to May 2008, housing costs increased 2.8 percent in the Midwest. Shelter costs rose 1.6 percent and prices for household fuels and utilities were up 10.8 percent for the year. Within fuels and utilities, electricity prices increased 3.0 percent and prices for utility (piped) gas service advanced 21.1 percent, the largest over-the-year increase since March 2006. Prices for household furnishings and operations rose 1.3 percent over the 12-month period.
The food and beverages index rose 0.4 percent in May. Food at home costs were up 0.4 percent over the month, and costs for food away from home rose 0.5 percent. Prices for alcoholic beverages were little changed over the month. From May 2007 to May 2008, prices for food and beverages rose 5.1 percent. Prices for food at home advanced 5.7 percent; prices for food away from home were up 4.6 percent, the largest over-the-year increase since January 1991. Alcoholic beverages' prices increased 3.1 percent over the year.
Apparel prices were 1.7 percent lower in May reflecting seasonal discounting. Since May 2007, apparel prices have risen 0.8 percent.
The remaining four major expenditure categories-other goods and services, education and communication, medical care, and recreation-contributed little to the increase in the overall monthly index. Prices for other goods and services advanced 0.4 percent for the month and were up 3.9 percent since May 2007. Prices for education and communication and for medical care were virtually unchanged in May. Over the year, education and communication costs were up 2.7 percent and costs for medical care were 3.4 percent higher. Recreation prices-which include prices for sporting goods, toys, and admission to movies, concerts, and sporting events- were unchanged over the month and were 2.0 percent higher over the year.
The Midwest Consumer Price Index for All Urban Consumers (CPI-U) stood at 207.168 in May. A typical market basket of goods and services that cost $100.00 in the 1982-84 base period cost $207.17 in May 2008. Because regional CPI data are not adjusted for seasonal price variation, consumers and businesses should be cautious in drawing conclusions about long-term retail price trends from short-term changes in the regional indexes.
Consumer Price Index data for June are scheduled for release on Wednesday, July 16, 2008, at 7:30 A.M. (CT).

NOTE: Index applies to a month as a whole, not to any specific date.
NOTE: Local area indexes are byproducts of the national CPI program. Each local index has a smaller sample size than the national
index and is, therefore, subject to substantially more sampling and other measurement error. As a result, local area indexes show
greater volatility than the national index, although their long-term trends are similar. Therefore, the Bureau of Labor Statistics
strongly urges users to consider adopting the national average CPI for use in their escalator clauses.
