Washington Area Employment – April 2013

Local Rate of Employment Growth Slightly Below National Average

Total nonfarm employment for the Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. Metropolitan Statistical Area stood at 3,074,000 in April 2013, up 41,500, or 1.4 percent, over the year, the U.S. Bureau of Labor Statistics reported today. During the same period, the national job count increased 1.6 percent. Sheila Watkins, the Bureau’s regional commissioner, noted that the April increase was the 37th consecutive month of over-the-year job gains in the area. (See chart 1 and table 1; Technical Note at end of release contains metropolitan area definitions. All data in this release are not seasonally adjusted; accordingly, over-the-year analysis is used throughout.)

The Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. Metropolitan Statistical Area is made up of two metropolitan divisions¾separately identifiable employment centers within the greater metropolitan area. The Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. Metropolitan Division, with 81 percent of the area’s employment, gained 25,200 jobs over the year. The Bethesda-Rockville-Frederick, Md. Metropolitan Division, which represented the remaining 19 percent of area employment, added 16,300 jobs since April 2012, accounting for 39 percent of the Washington area’s growth.

Industry employment

Leisure and hospitality gained 9,800 jobs in the greater Washington metropolitan area from April 2012 to April 2013, more than any other supersector. The local rate of increase, 3.5 percent, was above the national growth rate of 2.7 percent. The Bethesda division added jobs at a faster pace than the Washington division, up 4.6 and 3.3 percent, respectively. (See chart 2.)

Local professional and business services employment increased by 9,000 since last April, the second-largest gain in the Washington area, followed by education and health services, up 8,600 jobs. Although the Bethesda division made up just 18 percent of professional and business services employment in the greater Washington area, it accounted for 71 percent of the industry’s local growth. As a whole, the metropolitan area’s growth rate in this industry, 1.3 percent, was well below the 3.4-percent national rate. In education and health services, job gains for the Washington area’s two divisions closely reflected their shares of employment within the greater metropolitan area. The entire Washington area had a 2.3-percent growth rate in education and health services, exceeding the 1.8-percent national gain.

Three other supersectors added more than 3,000 jobs in the greater Washington area over the year—government; financial activities; and trade, transportation, and utilities. Nationally, government employment declined over the year, while employment increased in financial activities and in trade, transportation, and utilities.

Twelve largest metropolitan areas

Washington-Arlington-Alexandria was 1 of the nation’s 12 largest metropolitan statistical areas in April 2013. All of these areas experienced over-the-year job growth during the period, with seven exceeding the national average of 1.6 percent. The fastest rate of job growth was registered in Houston-Sugar Land-Baytown, up 4.2 percent, followed by Dallas-Fort Worth-Arlington, up 3.5 percent. The slowest rate of expansion occurred in Detroit-Warren-Livonia, up 0.6 percent. (See chart 3 and table 2.)

The New York-Northern New Jersey-Long Island area added the largest number of jobs, 160,100, since April 2012. Employment in Houston, Dallas, and Los Angeles-Long Beach-Santa Ana also expanded by more than 100,000. Only Miami-Fort Lauderdale-Pompano Beach and Detroit had employment increases below 25,000 over the year.

Professional and business services registered the largest over-the-year employment gains in 4 of the 12 metropolitan areas from April a year ago—Atlanta-Sandy Springs-Marietta, Chicago-Joliet-Naperville, Dallas, and San Francisco-Oakland-Fremont. Trade, transportation, and utilities and education and health services each led the job increases in three metropolitan areas.

Government recorded the largest loss of jobs in five areas—Atlanta, Los Angeles, Miami, New York, and Philadelphia-Camden-Wilmington. In Boston-Cambridge-Quincy, Houston, and Washington there were no supersectors with job losses of 1,000 or greater since last April.

Technical Note

This release presents nonfarm payroll employment estimates from the Current Employment Statistics (CES) program. The CES survey is a Federal-State cooperative endeavor between State employment security agencies and the Bureau of Labor Statistics.

Definitions. Employment data refer to persons on establishment payrolls who receive pay for any part of the pay period which includes the 12th of the month. Persons are counted at their place of work rather than at their place of residence; those appearing on more than one payroll are counted on each payroll. Industries are classified on the basis of their principal activity in accordance with the 2007 version of the North American Industry Classification System.

Method of estimation. The employment data are estimated using a “link relative” technique in which a ratio (link relative) of current-month employment to that of the previous month is computed from a sample of establishments reporting for both months. The estimates of employment for the current month are obtained by multiplying the estimates for the previous month by these ratios. Small-domain models are used as the official estimators for approximately 39 percent of CES published series which have insufficient sample for direct sample-based estimates.

Annual revisions. Employment estimates are adjusted annually to a complete count of jobs, called benchmarks, derived principally from tax reports which are submitted by employers who are covered under state unemployment insurance (UI) laws. The benchmark information is used to adjust the monthly estimates between the new benchmark and the preceding one and also to establish the level of employment for the new benchmark month. Thus, the benchmarking process establishes the level of employment, and the sample is used to measure the month-to-month changes in the level for the subsequent months.

Reliability of the estimates. The estimates presented in this release are based on sample survey and administrative data and thus are subject to sampling and other types of errors. Sampling error is a measure of sampling variability—that is, variation that occurs by chance because a sample rather than the entire population is surveyed. Survey data are also subject to nonsampling errors, such as those which can be introduced into the data collection and processing operations. Estimates not directly derived from sample surveys are subject to additional errors resulting from the special estimation processes used. The sums of individual items may not always equal the totals shown in the same tables because of rounding.

The Current Employment Statistics (CES) Survey is a monthly survey of business establishments which provides estimates of employment, hours, and earnings data by industry for the nation as a whole, all States, and most major metropolitan areas since 1939. The CES survey is a Federal-State cooperative program in which State employment security agencies prepare the data using concepts, definitions, and technical procedures prescribed by the Bureau of Labor Statistics.
