EST, Media contact: (202) 691-5902 WEDNESDAY, FEBRUARY 7, 2007 PRODUCTIVITY AND COSTS Preliminary Fourth Quarter and Annual Averages for 2006 The Bureau of Labor Statistics of the U.S. Department of Labor today reported preliminary productivity data--as measured by output per hour of all persons--for the fourth quarter and for the full year 2006. The seasonally adjusted annual rates of productivity change in the fourth quarter and the annual average changes were: Fourth Annual averages quarter 2005-2006 Business sector 2.4 2.2 Nonfarm business sector 3.0 2.1 In the fourth quarter, productivity increased 2.4 percent in the business sector and 3.0 percent in the nonfarm business sector. In both sectors, the fourth-quarter productivity increases reflected faster growth in output than in hours worked. When the annual averages for 2006 were compared with annual averages for 2005, productivity rose 2.2 percent in the business sector and 2.1 percent in nonfarm businesses--slightly less than the 2.3- percent gains in both sectors from 2004 to 2005. On an annual average basis, output per hour in the manufacturing sector posted a 3.9-percent increase in 2006. Output and hours in manufacturing, which includes about 12 percent of U.S. business-sector employment, tend to vary more from quarter to quarter than data for the aggregate business and nonfarm business sectors. Fourth-quarter productivity and related measures are summarized in table A, and annual average data in table B. Output measures for business and nonfarm business are based on measures of gross domestic product prepared by the Bureau of Economic Analysis of the U.S. Department of Commerce. Quarterly output measures for manufacturing reflect indexes of industrial production independently prepared by the Board of Governors of the Federal Reserve System. See Technical Notes for further information on data sources. THIRD-TO-FOURTH QUARTER CHANGES, 2006 Business Productivity in the business sector increased by 2.4 percent in the fourth quarter of 2006, reflecting increases of 4.1 percent in output and 1.7 percent in hours of all persons (seasonally adjusted annual rates). Output per hour had edged up 0.1 percent in the third quarter of 2006, as output rose 1.9 percent and hours increased 1.8 percent. Hourly compensation grew 4.2 percent in the fourth quarter of 2006, up from a 3.4-percent increase one quarter earlier. This measure includes wages and salaries, supplements, employer contributions to employee-benefit plans, and taxes. Real hourly compensation, which takes into account changes in consumer prices, increased 6.6 percent in the fourth quarter of 2006. A 2.2- percent decline in consumer prices in the fourth quarter of 2006 contributed to the large increase in real hourly compensation, and was the first decline in the price measure since the fourth quarter of 2001 (0.4 percent). Unit labor costs, which relate hourly compensation to output per hour, increased 1.7 percent in the fourth quarter and 3.3 percent in the third quarter, after falling 2.5 percent in the second quarter of 2006. Nonfarm business In the nonfarm business sector, productivity rose 3.0 percent in the fourth quarter of 2006, as output grew 4.2 percent and hours of all persons-- employees, proprietors, and unpaid family workers--rose 1.2 percent (seasonally adjusted annual rates). Productivity declined 0.1 percent in the third quarter of 2006, as output and hours grew 1.9 percent and 2.0 percent, respectively (table 2). Hourly compensation in the nonfarm business sector rose 4.8 percent in the fourth quarter of 2006, following a 3.1-percent increase in the third quarter. When the 2.2-percent decrease in consumer prices was taken into account, real hourly compensation grew 7.1 percent during the fourth quarter of 2006. Unit labor costs rose 1.7 percent in the fourth quarter of 2006, after increasing 3.2 percent in the third quarter and decreasing 2.4 percent in the second quarter. The implicit price deflator for nonfarm business output rose 0.4 percent in the fourth quarter, after rising 0.8 percent one quarter earlier. Manufacturing Manufacturing productivity grew 2.2 percent in the fourth quarter of 2006 as output declined 1.6 percent and hours fell 3.7 percent (seasonally adjusted annual rates). The decrease in output was the first since the second quarter of 2003, when output decreased 2.4 percent. In the third quarter, manufacturing productivity had increased 6.3 percent, reflecting a 4.8-percent rise in output and a 1.5-percent decline in hours (table 3). In durable goods manufacturing, productivity rose 3.3 percent in the fourth quarter as output edged down 0.5 percent and hours fell 3.7 percent (table 4). Among nondurable goods manufacturers, productivity rose 0.9 percent in the fourth quarter as output fell 3.0 percent and hours at work fell 3.9 percent (table 5). Average hourly compensation of manufacturing workers increased 7.3 percent in the fourth quarter of 2006, reflecting increases in hourly compensation of 7.9 percent in durable goods manufacturing and 6.1 percent in nondurable goods manufacturing. When the decrease in consumer prices was taken into account, real hourly compensation in total manufacturing jumped 9.8 percent in the fourth quarter. Unit labor costs for the manufacturing sector increased 5.0 percent in fourth-quarter 2006, following declines of 2.9 percent in the third quarter and 8.8 percent in the second quarter. Unit labor costs rose 4.5 percent in durable goods manufacturing and 5.1 percent in nondurable goods industries in the fourth quarter. ANNUAL AVERAGE CHANGES, 2005-2006 Business and Nonfarm business When annual averages for 2006 were compared with annual averages for 2005, labor productivity increased 2.2 percent in the business sector and 2.1 percent in the nonfarm business sector (table B). These were the smallest annual increases in both sectors since 1997, when output per hour rose 1.9 percent and 1.6 percent in the business and nonfarm business sectors, respectively. Productivity grew at a 2.3–percent rate from 2004 to 2005 in both sectors. Output per hour had grown at an above-average rate from 2000 to 2004--3.4 percent in the business sector and 3.3 percent in the nonfarm business sector. Between 1990 and 2000, productivity rose 2.1 percent per year in the business sector and 2.0 percent per year in nonfarm business. ------------------------------------------------------------------------------ Table B. And in both sectors real hourly compensation increased 2.1 percent in 2006 and 1.0 percent in 2005. Unit labor costs increased 3.1 percent in the business sector and 3.2 percent in the nonfarm business sector in 2006--more than in any year since 2000, when unit labor costs increased 4.1 percent and 4.2 percent in the business and nonfarm business sectors, respectively. Manufacturing In manufacturing, labor productivity rose 3.9 percent in 2006, slightly less than the 4.2-percent average annual rate from 2000 through 2005. Output increased 5.0 percent and hours rose 1.1 percent in 2006 (table B). There was a 6.2-percent increase in durable goods manufacturing productivity in 2006, as output increased 7.6 percent and hours increased 1.3 percent. Output per hour increased 1.5 percent in nondurable goods manufacturing, as output grew 2.2 percent and hours rose 0.7 percent. The hourly compensation of manufacturing workers increased 4.1 percent in 2006, slightly less than the 4.6-percent growth rate in 2005. In 2006, hourly compensation rose 5.0 percent in durable goods manufacturing and 2.5 percent in nondurable goods manufacturing. Taking into account the rise in consumer prices, real hourly compensation in manufacturing rose 0.9 percent in 2006 after increasing 1.2 percent one year earlier. Unit labor costs in manufacturing edged up 0.2 percent in 2006, after decreasing 0.1 percent in calendar year 2005. Unit labor costs in durable goods manufacturing decreased 1.2 pecent in 2006, similar to the 1.1-percent decline in 2005. Unit labor costs in nondurable goods manufacturing rose 1.0 percent in 2006 and 0.9 percent in 2005. Revised Measures Current and previous measures for the third quarter of 2006 for the business, nonfarm business, and manufacturing sectors are compared in table C. In the business and nonfarm business sectors, productivity and output growth in the third quarter were lower than reported on Dec. 5. Business sector productivity was revised down, reflecting a downward revision to output. Productivity in nonfarm businesses was revised from a very small increase, 0.2 percent, to a very small decrease, 0.1 percent. Both output and hours in the sector were revised down but output was revised more than hours. In both of these sectors, hourly compensation also grew more than reported in December. Unit labor costs rose more rapidly than previously reported, reflecting both the higher hourly compensation and the lower productivity growth. ------------------------------------------------------------------------------ Table C. An upward revision to hourly compensation, combined with the downward revision to productivity, led to a smaller drop in unit labor costs than previously reported. Manufacturing sector productivity and costs measures reflect historical revisions to the source data. Annual indexes of real output for manufacturing and its durable and nondurable goods components were revised by BLS beginning with data for 1997 due to incorporation of information on intermediate inputs from the U.S. Department of Commerce ( described in the BLS news release, “Trends in Multifactor Productivity in Manufacturing, 2002, 2003, and 2004,” December 6, 2006 (http://www.bls.gov/news.release/prod5.nr0.htm ). Annual indexes also were revised from 1987 forward due to a change in the way intrasector transactions are estimated. These transactions are excluded from sectoral output for the manufacturing sector. Quarterly changes in manufacturing output and related measures now reflect revised Indexes of Industrial Production, published by the Board of Governors of the Federal Reserve System on December 11, 2006. Appendix tables 1-3 display quarterly and annual data for manufacturing, durable manufacturing, and nondurable manufacturing beginning in 2001. Quarterly historical data are available on the BLS website. Annual historical data for total manufacturing and its subsectors are presented in appendix tables 4-6. Revised measures: Nonfinancial Corporations Revised third-quarter productivity and costs measures for nonfinancial corporations also were announced today. In the third quarter of 2006, increases in productivity, output, and hours were about the same as reported on Dec. 5, 2006. Both productivity and hourly compensation were revised up. Because the revision to hourly compensation was larger than that to productivity, unit labor costs decreased less than previously reported (table D). ------------------------------------------------------------------------------ Table D. As a result, several measures for this sector were revised back to the first quarter of 2003. Recent quarterly and annual data for nonfinancial corporations are shown in table 6. Appendix table 7 provides data for 2003. Complete historical series are available on the BLS website. Next release date The next release of Productivity and Costs is scheduled for 8:30 A.M. EST, Tuesday, March 6, 2007. Revised fourth-quarter and annual average measures for business, nonfarm business, and manufacturing will be released at that time. This release will incorporate the annual benchmark revision to the employment levels in the BLS establishment survey data that were released February 2. All employment and hours series will incorporate new information on seasonal patterns. TECHNICAL NOTES Labor Hours: Hours data for the labor productivity and cost measures include hours for all persons working in the sector—wage and salary workers, the self-employed and unpaid family workers. The primary source of hours and em- ployment data is the BLS Current Employment Statistics (CES) program, which provides monthly survey data on the number of jobs held by wage and salary workers in nonfarm establishments. The CES also provides average weekly paid hours of production and nonsupervisory workers in these establishments. Weekly paid hours are adjusted to hours at work using data from the National Compensation Survey (NCS). The BLS Hours at Work survey, conducted for this purpose, was used for earlier years. The Office of Productivity and Technology estimates average weekly hours at work for nonproduction and supervisory workers using information from the Current Population Survey (CPS), the CES, and the NCS. Data from the CPS are used for farm labor, nonfarm proprietors, and nonfarm unpaid family workers. Estimates of labor input for government enterprises are derived from the CPS, the CES, and the National Income and Product Accounts (NIPA) prepared by the Bureau of Economic Analysis (BEA) of the Department of Commerce. The CES measures jobs, counting a person who is employed by two or more establishments at each place of employment. In contrast, the CPS features measures of employment that count each person only once and classify each person according to his or her primary job; hours worked at all jobs by that person accrue to his or her primary job. However, the CPS also collects more detailed information on employment and hours worked at primary jobs and all other jobs, separately. The BLS productivity measures use the more detailed information on employment and hours to assign all hours worked to the correct industrial sector and avoid duplicating hours data from the CES. Output: Business sector output is an annual-weighted index constructed after excluding from gross domestic product (GDP) the following outputs: general government, nonprofit institutions, and private households (including owner- occupied housing). Corresponding exclusions also are made in labor inputs. Business output accounted for about 78 percent of the value of GDP in 2000. Nonfarm business, which also excludes farming, accounted for about 77 percent of GDP in 2000. Annual indexes for manufacturing and its durable and nondurable goods components are constructed by deflating current-dollar industry value of production data from the U.S. Bureau of the Census with deflators from the BLS. These deflators are based on data from the BLS producer price program and other sources. The industry shipments are aggregated using annual weights, and intrasector transactions are removed. Quarterly manufacturing output measures are based on the index of industrial production prepared monthly by the Board of Governors of the Federal Reserve System, adjusted to be consistent with annual indexes of manufacturing sector output prepared by BLS. Durables include the following 3-digit NAICS industries: wood product manufacturing; nonmetallic mineral product manufacturing; primary metal manufacturing; fabricated metal product manufacturing; machinery manufac- turing; computer and electronic product manufacturing; electrical equipment and appliance manufacturing; transportation equipment manufacturing; furniture and related product manufacturing; and miscellaneous manufacturing. Nondurables include: food manufacturing; beverage and tobacco product manufacturing; textile mills; textile product mills; apparel manufacturing; leather and allied product manufacturing; paper manufacturing; printing and related support activities; petroleum and coal products manufacturing; chemical manufacturing; and plastics and rubber products manufacturing. Nonfinancial corporate output is an annual-weighted index calculated on the basis of the costs incurred and the incomes earned from production. The output measure excludes the following outputs from GDP: general government; nonprofit institutions; private households; unincorporated business; and those corporations classified as offices of bank holding companies, offices of other holding companies, or offices in the finance and insurance sector. Nonfinancial corporations accounted for about 54 percent of the value of GDP in 2000. Productivity: These productivity measures describe the relationship between real output and the labor time involved in its production. They show the changes from period to period in the amount of goods and services produced per hour. Although these measures relate output to hours at work of all persons engaged in a sector, they do not measure the specific contribution of labor, capital, or any other factor of production. Rather, they reflect the joint effects of many influences, including changes in technology; capital investment; level of output; utilization of capacity, energy, and materials; the organization of production; managerial skill; and the characteristics and effort of the work force. Labor Compensation: Estimates of labor compensation by major sector, required for measures of hourly compensation and unit labor costs, are based primarily on employee compensation data from the NIPA, prepared by the BEA. The compensation of employees in general government, nonprofit institutions and private households are subtracted from compensation of domestic employees to derive employee compensation for the business sector. The labor compensation of proprietors cannot be explicitly identified and must be estimated. This is done by assuming that proprietors have the same hourly compensation as employees in the same sector. The quarterly labor productivity and cost measures do not contain estimates of compensation for unpaid family workers. Unit Labor Costs: The measures of unit labor costs in this release describe the relationship between compensation per hour and productivity, or real output per hour, and can be used as an indicator of inflationary pressure on producers. Increases in hourly compensation increase unit labor costs; labor productivity increases offset compensation increases and lower unit labor costs. Presentation of the data: The quarterly data in this release are presented in three ways; as index number series where 1992=100, as percent changes from the corresponding quarter of the previous year, and as percent changes from the previous quarter presented at a compound annual rate. Annual data are presented both as index number series and percent changes from the previous year. The index numbers and rates of change reported in the productivity and costs news release are rounded to one decimal place. All percent changes in this release and on the BLS web site are calculated using index numbers to three decimal places.
