EDT Wednesday, August 30, 1995 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: JULY 1995 Unemployment rates were higher in July 1995 than a month earlier in 29 states and the District of Columbia, lower in 16 states, and unchanged in 5 states, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate was 5.7 percent in July, essentially unchanged from June's 5.6 percent. Nonfarm payroll employment increased in 27 states over the month. State Unemployment (Seasonally Adjusted) Illinois had the largest unemployment rate increase from June to July, 1.0 percentage point, nearly offsetting the prior month's decline. Rates in West Virginia and Arkansas both increased by 0.6 percentage point. Michigan had the largest unemployment rate decrease, 1.1 percentage points, followed by Pennsylvania, 0.8 percentage point; both of these declines more than offset increases in the prior month. Oregon's rate dropped 0.6 percentage point, returning to the 4.6 percent recorded in March and April that was the lowest unemployment rate for Oregon since the beginning of the series in 1978. No other state had an over-the-month change in either direction of more than half a percentage point. Compared with a year earlier, July unemployment rates were lower in 43 states. Eight states recorded over-the-year decreases of a percentage point or more, led by Wisconsin (down 1.4 percentage points) and Hawaii and Arizona (both down 1.3 percentage points). The magnitude of increases among the five states and the District of Columbia with higher jobless rates over the past year was comparatively small (0.6 percentage point or less). Nebraska had the lowest unemployment rate in the nation, at 2.5 percent in July, followed by South Dakota (2.7 percent), North Dakota (3.0 percent), and Iowa (3.1 percent). These same four Plains states have had the nation's lowest jobless rates since April. At 9.0 percent, the District of Columbia continued to have the highest unemployment rate, followed by West Virginia (8.3 percent) and California (7.9 percent). Overall, 35 states had jobless rates below the U.S. rate, while 13 states and the District of Columbia had higher rates. (See table 1 and chart 1.) Nonfarm Payroll Employment (Seasonally Adjusted) Growth in nonfarm payroll employment showed signs of sluggishness in July, as only 27 states recorded increases over the month, five fewer than in June. Delaware reported the largest percentage increase (1.5 percent), followed by Utah (0.7 percent), Nevada (0.6 percent), and Colorado and - 2 - North Carolina (both 0.5 percent). Hawaii and Rhode Island had the largest percentage declines (both -0.7 percent). Employment among the goods-producing industries moved in opposite directions in July. Manufacturing employment declined in 29 states, while construction jobs increased in 30 states. The service-producing sector added jobs in 32 states. More than two-thirds of the states showed gains in trade and services, and employment rose in about half the states in transportation and public utilities and in finance, insurance, and real estate. Thirty-two states had employment declines in government. Although total nonfarm employment gains over the month occurred in six of the nine geographic divisions of the country, only the Middle Atlantic, Mountain, and West South Central divisions grew by 0.2 percent or more, consistent with slow job growth across all geographic divisions. Compared with a year earlier, 46 states experienced employment increases, with the largest percentage gains noted in the Mountain division. Employment increases ranged from 5.9 percent in Utah to 0.2 percent in New Hampshire and Pennsylvania. The District of Columbia had the largest over-the-year decline (-2.7 percent). (See chart 2.) NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 271 areas for which July data are available, 92 had rates below 4.5 percent, while 31 had rates higher than 7.5 percent. The lowest rates were in Madison, Wis. (1.5 percent), and Sioux Falls, S.D. (1.7 percent). McAllen-Edinburg-Mission, Tex., continued to have the highest unemployment rate in the nation (17.9 percent), followed by Laredo, Tex. (15.2 percent), and Modesto, Calif. (15.0 percent). Albany, Ga., experienced the largest over-the-year decrease in its jobless rate--down 11.3 points (last July's rate was skewed upward as a result of extreme flooding)--followed by Kokomo, Ind. (down 7.9 points), and Youngstown-Warren, Ohio (down 5.0 points). Fifty-six other areas registered decreases of 1.0 percentage point or more. Laredo, Tex., had the largest over-the-year increase in its jobless rate, 5.9 percentage points. Three other areas recorded increases of 1.0 percentage point or more.
