REGIONAL AND STATE EMPLOYMENT AND UNEMPLOYMENT: JANUARY 2005 Regional and state unemployment rates were generally little changed or lower in January, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. Nine states and the District of Columbia recorded rate declines over the month, one state had a rate increase, and the re- mainder were about unchanged. Over the year, jobless rates were down in 31 states, up in 6 states and the District of Columbia, and about the same in 13 states. In January, the national unemployment rate decreased by 0.2 percentage point to 5.2 percent. Nonfarm payroll employment increased in 29 states and the District of Columbia over the month. --------------------------------------------------------------------------- | Changes in Local Area Unemployment Statistics | | | | Beginning with the release of data for January 2005, a redesigned | | method for producing labor force estimates for census regions, divi- | | sions, states, and selected substate areas was implemented. The re- | | designed method encompasses a number of changes: (1) the introduction | | of improved time-series regression models for all states, the District | | of Columbia, New York City, the Los Angeles-Long Beach-Glendale metro- | | politan division, and the respective balances of New York and California; | | (2) the introduction of real-time benchmarking to national Current Popu- | | lation Survey (CPS) estimates of employment and unemployment; and (3) the | | introduction of time-series regression models for six additional substate | | areas and their respective balances of state. The estimates also reflect | | routine annual updates to population estimates from the U.S. Census Bu- | | reau. More information on the changes is available from the Bureau of | | Labor Statistics, Division of Local Area Unemployment Statistics Web site | | at http://www.bls.gov/lau/lauschanges2005.htm. | | | | As part of the redesign, model-based error measures on the estimates | | and on over-the-month changes are available for the first time for states | | and divisions. The analysis in this release incorporates the use of these| | errors. | | | | Census 2000-based geographic area definitions also have been imple- | | mented for substate areas. The historical series for regions, divisions, | | states, the District of Columbia, Puerto Rico, New York City, and the Los | | Angeles-Long Beach-Glendale metropolitan division have been revised back | | to 1976. The historical series have been revised back to 1983 for the | | six new modeled areas--Chicago-Naperville-Joliet, Ill. metropolitan | | division; Cleveland-Elyria-Mentor, Ohio metropolitan statistical area; | | Detroit-Warren-Livonia, Mich. metropolitan statistical area; Miami-Miami | | Beach-Kendall, Fla. metropolitan division; New Orleans-Metairie-Kenner, | | La. metropolitan statistical area; and Seattle-Bellevue-Everett, Wash. | | metropolitan division. | --------------------------------------------------------------------------- - 2 - Regional Unemployment (Seasonally Adjusted) The Northeast had the lowest unemployment rate in January, 4.7 percent, followed by the South, 5.1 percent. The Midwest, at 5.6 percent, and the West, at 5.4 percent, had the highest rates. Jobless rates in the Northeast and South declined by 0.3 and 0.2 percentage point, respectively, over the month. Over the year, the Northeast and West registered unemployment rate declines of 1.1 and 0.9 percentage point, respectively. (See table 1.) Among the nine geographic divisions, the lowest unemployment rates in January were reported in the Mountain and New England divisions, 4.5 per- cent each, and the South Atlantic, 4.6 percent. The East North Central and Pacific divisions recorded the highest jobless rates, 5.9 and 5.8 percent, respectively. Over the month, the Middle Atlantic and South Atlantic divi- sions registered rate decreases of 0.4 and 0.3 percentage point, respec- tively. The Middle Atlantic division posted the largest jobless rate de- cline from January 2004, 1.2 percentage points. The Mountain, Pacific, and New England divisions followed, with decreases of 0.9, 0.8, and 0.7 percent- age point, respectively. State Unemployment (Seasonally Adjusted) In January, the lowest state unemployment rates were in Hawaii, 3.0 per- cent, and North Dakota and Virginia, 3.3 percent each. The states with the highest jobless rates were Alaska, 7.4 percent; Michigan and Mississippi, 7.1 percent each; and South Carolina, 7.0 percent. The District of Columbia recorded a jobless rate of 8.2 percent. Three states registered the lowest rates in their revised series in January--Idaho and Montana, 4.3 percent each, and West Virginia, 4.7 percent. (All state series begin in 1976.) In January, 19 states had unemployment rates that were below the U.S. rate, 8 states and the District of Columbia reported higher rates, and 23 states had rates that were little different from that of the nation. (See table 3.) Nine states and the District of Columbia reported over-the-month jobless rate decreases. The largest declines were in New York, Oregon, and Pennsylvania (-0.6 percentage point each) and Colorado and Maine (-0.5 point each). The District of Columbia also posted a rate decline (-0.6 percentage point) over the month. Tennessee was the only state to record an over-the- month rate increase (+0.6 percentage point). Forty states reported January unemployment rates that were little different from those of December. The states with the largest over-the-year declines in their jobless rates were New Jersey and Oregon (-1.5 percentage points each), Washington (-1.4 points), New York (-1.3 points), and Arizona (-1.2 points). Rhode Island was the only other state to register an unemployment rate decline of at least 1.0 percentage point from January 2004. Mississippi experienced the largest unemployment rate increase from a year earlier (+1.5 percentage points). The District of Columbia's jobless rate rose by the next largest amount (+0.7 per- centage point). - 3 - Nonfarm Payroll Employment (Seasonally Adjusted) From December to January, total nonfarm employment rose in 29 states and the District of Columbia and decreased in 21 states. The largest employment gains were reported in Florida (+38,800), Texas (+21,900), California (+20,000), and Indiana (+15,300). Alaska posted the largest over-the-month percentage increase in employment (+1.3 percent), followed by Louisiana and West Virginia (+0.6 percent each), Florida, Indiana, and Wyoming (+0.5 percent each), and Arizona, Mississippi, and Nebraska (+0.4 percent each). The largest employ- ment decreases occurred in Kansas (-12,600), Georgia (-11,800), New York (-10,000), Missouri (-8,500), and Ohio (-8,200). The largest over-the-month percentage employment losses were reported in Kansas and Montana (-0.9 percent each), followed by Hawaii (-0.7 percent), Vermont (-0.4 percent), and Georgia and Missouri (-0.3 percent each). (See table 5.) Over the year, employment rose in 49 states and the District of Columbia and decreased in 1 state, Michigan. Florida recorded the largest over-the- year gain in employment (+261,300), followed by California (+235,800), Texas (+137,700), Virginia (+90,800), and Arizona (+90,700). States reporting over- the-year employment increases of 2.0 percent or higher were largely concentra- ted in the Mountain and Pacific geographic divisions. The largest percentage gains were reported in Nevada (+6.3 percent), Arizona (+3.9 percent), Oregon (+3.7 percent), Florida (+3.5 percent), and Montana (+3.2 percent). Michigan recorded the only decline in employment over the year (-15,200 or -0.3 percent). ______________________________ The Metropolitan Area Employment and Unemployment release for January 2005 is scheduled to be issued on March 17. The Regional and State Employment and Unemployment release for February is scheduled to be issued on March 31. - 4 - Technical Note This release presents labor force and unemployment data for census regions and divisions, states, and selected substate areas from the Local Area Unemployment Statistics (LAUS) program (tables 1-4). Also presented are nonfarm payroll employment estimates by state and major industry from the Current Employment Statistics (CES) program (tables 5 and 6). The LAUS and CES programs are both federal-state cooperative endeavors. Labor force and unemployment--from the LAUS program Definitions. The labor force and unemployment data are based on the same concepts and definitions as those used for the official national estimates obtained from the Current Population Survey (CPS), a sample survey of households that is conducted for the Bureau of Labor Statistics (BLS) by the U.S. Census Bureau. The labor force includes both the employed and the unemployed. Employed persons are those who did any work at all for pay or profit in the reference week (the week including the 12th of the month) or worked 15 hours or more without pay in a family business or farm, plus those not working who have a job from which they were temporarily absent, whether or not paid, for such reasons as labor-management dispute, illness, or vacation. Unemployed persons are those who did not work at all (in the reference week), have actively looked for a job (sometime in the 4-week period ending with the reference week), and are currently available for work; persons on layoff expecting recall need not be looking for work to be counted as unemployed. Method of estimation. Estimates for all census divisions, states, the District of Columbia, the Los Angeles-Long Beach-Glendale metropolitan division, and New York City are produced using estimating equations based on regression techniques. This method, which underwent substantial enhance- ment at the beginning of 2005, utilizes data from several sources, including the CPS, the CES, and state unemployment insurance (UI) data. Estimates for the six other areas contained in this release use a different regression approach. A detailed description of the estimation procedures is available from BLS upon request. Estimates for census regions are obtained by summing the model-based estimates for the component divisions and then calculating the unemployment rate. Annual revisions. Labor force and unemployment data shown for the prior year reflect adjustments made at the end of each year, usually implemented with January estimates. The adjusted estimates reflect updated population data from the U.S. Census Bureau, any revisions in the other data sources, and model reestimation. Seasonal adjustment. Seasonal adjustment of state and substate area model employment and unemployment levels is performed within the modeling procedure. The model estimation is based on the classical approach to seasonal adjustment, in which the series is decomposed into trend, seasonal, irregular, and survey error. This directly yields seasonally adjusted estimates for employment and unemployment levels with reliability measures. Labor force levels and unemploy- ment rates are calculated from these two estimates. Additionally, measures for the State of California are derived by summing the seasonally adjusted es- timates for the Los Angeles-Long Beach-Glendale metropolitan division and the balance of California, and the estimates for the State of New York are the sum of the estimates for New York City and the balance of New York. Labor force estimates for census regions are calculated as the sum of the levels of the component divisions, and the unemployment rate is then calculated. In most years, historical data for the most recent 5 years are revised near the begin- ning of each calendar year, usually coincident with the release of January estimates. Area definitions. The substate area data published in this release reflect the standards and definitions established by the U.S. Office of Management and Budget on February 18, 2004. A detailed list of the geographic definitions is available on the Web at http://www.bls.gov/lau/laumsa.htm and also is published annually in the May issue of Employment and Earnings. - 5 - Employment--from the CES program Definitions. Employment data refer to persons on establishment payrolls who receive pay for any part of the pay period which includes the 12th of the month. Persons are counted at their place of work rather than at their place of residence; those appearing on more than one payroll are counted on each payroll. Industries are classified on the basis of their principal activity in accordance with the 2002 version of the North American Industry Classification System. Method of estimation. The employment data are estimated using a "link relative" technique in which a ratio (link relative) of current-month em- ployment to that of the previous month is computed from a sample of estab- lishments reporting for both months. The estimates of employment for the current month are obtained by multiplying the estimates for the previous month by these ratios. Annual revisions. Employment estimates are adjusted annually to a complete count of jobs, called benchmarks, derived principally from tax reports which are submitted by employers who are covered under state unemployment insurance (UI) laws. The benchmark information is used to adjust the monthly estimates between the new benchmark and the preceding one and also to establish the level of employment for the new benchmark month. Thus, the benchmarking process establishes the level of employment, and the sample is used to measure the month-to-month changes in the level for the subsequent months. Seasonal adjustment. Payroll employment data are seasonally adjusted at the statewide supersector level. In some states, the seasonally adjusted payroll employment total is computed by aggregating the independently ad- justed supersector series. In other states, the seasonally adjusted pay- roll employment total is independently adjusted. Revisions of historical data for the most recent 5 years are made once a year, coincident with annual benchmark adjustments. Caution on aggregating state data. State estimation procedures are designed to produce accurate data for each individual state. BLS inde- pendently develops a national employment series; state estimates are not forced to sum to national totals. Because each state series is subject to larger sampling and nonsampling errors than the national series, summing them cumulates individual state level errors and can cause significant dis- tortions at an aggregate level. Due to these statistical limitations, BLS does not compile a "sum-of-states" employment series, and cautions users that such a series is subject to a relatively large and volatile error structure. - 6 - Reliability of the estimates The estimates presented in this release are based on sample survey, ad- ministrative data, and modeling and, thus, are subject to sampling and other types of errors. Sampling error is a measure of sampling variability--that is, variation that occurs by chance because a sample rather than the entire population is surveyed. Survey data also are subject to nonsampling errors, such as those which can be introduced into the data collection and processing operations. Estimates not directly derived from sample surveys are subject to additional errors resulting from the specific estimation processes used. The sums of individual items may not always equal the totals shown in the same tables because of rounding. With respect to the LAUS program, unem- ployment rates are computed from unrounded data rather than from data that may be displayed in the tables; differences, however, are generally insig- nificant. Labor force and unemployment estimates. Model-based error measures for both seasonally adjusted and not seasonally adjusted data, and for over-the- month change, are available on the BLS Web site at http://www.bls.gov/lau/ lastderr.htm. The average magnitude of the over-the-month change in a state unemployment rate that is required in order to be statistically significant at the 90-percent confidence level is slightly more than +/- 0.3 percentage point. More details can be found on the Web site. Measures of nonsampling error are not available, but additional information on the subject is pro- vided in the BLS monthly periodical, Employment and Earnings. Employment estimates.
