EST Thursday, February 8, 1996 STATE AND METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: DECEMBER 1995 Unemployment rates were lower in December 1995 than a month earlier in 23 states and the District of Columbia, higher in 18 states, and unchanged in 9 states, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate was unchanged at 5.6 percent in December. Nonfarm payroll employment increased in 42 states over the month. State Unemployment (Seasonally Adjusted) California had the largest unemployment rate decrease from November to December (1.1 percentage points), reversing the previous month's jump. Washington State's rate fell 0.8 percentage point to 5.8 percent. West Virginia and Ohio recorded the next largest declines (both 0.7 percentage point). New Jersey had the largest increase over the month (1.2 percentage points), followed by North Carolina (0.9 percentage point), as both states registered their highest rates in nearly 2 years. Jobless rates in Illinois and Alaska rose 0.7 and 0.6 percentage points, respectively. No other state had an over-the-month change of more than one-half percentage point in either direction. Compared with a year earlier, unemployment rates were lower in 32 states in December. Eight states recorded over-the-year decreases of a percentage point or more, and eight additional states experienced declines of more than one-half point. The largest over-the-year decreases were in Arizona and Maine (both 1.8 points), Kansas (1.5 points), and Louisiana (1.4 points). In Arizona and Kansas, the December jobless rates equaled their 16-year lows. North Carolina experienced the largest rate increase over the year (1.7 percentage points), followed by New Jersey and Tennessee (both 1.1 points) and Illinois (1.0 point). Ten additional states and the District of Columbia recorded increases. - 2 - In December, Nebraska once again had the lowest unemployment rate (2.6 percent), followed by Utah (2.8 percent) and North Dakota and South Dakota (both 2.9 percent). Thirteen other states had rates below 4.5 percent. At 8.6 percent, the District of Columbia recorded the highest unemployment rate, followed by Alaska (7.9 percent), California (7.7 percent), and West Virginia (7.6 percent). Overall, 34 states had jobless rates below the U.S. average, while 15 states and the District of Columbia had higher rates. (See table 1 and chart 1.) Nonfarm Payroll Employment (Seasonally Adjusted) Forty-two states recorded gains in total nonfarm employment in December. The service-producing sector remained on an upward trend, with 43 states reporting employment gains over the month. Industries contributing to employment growth in the service-producing sector included services and trade. Thirty-nine states recorded over-the- month gains in services, and 33 states reported over-the-month increases in trade in December. In the goods-producing sector, 34 states had over-the-month gains in construction, while 26 states had employment gains in manufacturing. In mining, 21 states reported small employment gains. Over the year, 44 states experienced employment growth. Most states in the Mountain division continued to report strong over-the-year increases in nonfarm employment. The New England and Middle Atlantic states, as well as parts of the South Atlantic division, had the slowest growth. (See chart 2.) Nearly every state had over-the-year increases in trade and services. More than two-thirds of the states had over-the-year gains in construction and in transportation and public utilities. Texas led the nation in over-the-year job gains with 297,000, followed by Florida (196,000) and California (178,000). The District of Columbia had the largest job losses over the year (-17,000), followed by Hawaii (-10,000), and Pennsylvania (-8,000). - 3 - NOTE: Monthly payroll employment data are provided on a seasonally adjusted basis for all states and the District of Columbia, permitting both current and over-the-year comparisons of the data. The state data are intended for individual state analyses only. Because the state data are not designed for national aggregation, a summation could present a misleading picture of national trends. (See Technical Note.) Metropolitan Area Unemployment (Not Seasonally Adjusted) Of the 271 areas for which December data are available, 121 had unemployment rates below 4.5 percent, while 19 had rates higher than 7.5 percent. The lowest rates were in Madison, Wis. (1.5 percent), and Sioux Falls, S.D. (2.1 percent). McAllen-Edinburg-Mission, Tex., once again recorded the highest jobless rate (20.1 percent), followed by Laredo, Tex. (14.1 percent). Pine Bluff, Ark., experienced the largest over-the-year decrease in its unemployment rate (2.1 percentage points), followed by Wichita, Kan. (1.9 points). Twenty-five other areas registered decreases of 1.0 percentage point or more. Laredo, Tex., had the largest over-the- year increase (5.2 percentage points), followed by another border area, El Paso, Tex. (2.1 points). Twenty-seven other areas recorded increases of 1.0 percentage point or more.
